A Research On The Environmental Impact Assessment Of Overall Land Use Planning

The overall land use planning is a macro-strategic measure which coordinates the total supply and the aggregate demand of land,determines and adjusts the structure and layout of land use according to natural and socio-enconomic conditions and requirements of national economic development.It is the programmtic planning of urban and rural construction and land management and the foundation of implementing land use control.Along with the economic development and the population rising,the demand of land has increased rapidly,but our country has been had the contradiction between populanton and land.Because the environment has deteriorated by the blind expansion in urban development process,the lack of attention to environment impact in the process of and use planning and the neglect of the environmental impact of unreasonable land use strcuture, it is necesssary to evaluate the environment impact in doing land use planning,so that the land use can be sustaintable development by studying the environmental problem which is generated in planning,finding unreasonable aspact and formulating land use planning scientifically.The study of environmental impact assessment of land use planning has just begun,and the relevant theories and evaluating methods are still in the exploratory phase,so it is of theoretical and realistic significance to realize the sustainable development of land use by studying tehories of environmental impact assessment of overall land use planning,exploring methods of evaluation and establishing appropriate evaluation indcator system.At first,this disseration introduced related concepts and theories of environmental impact assessment.Then it discussed contents and program of environmental impact assessment of land use. Meanwhile,it studied the methods and evaluation system.In the end,taking an example of assessment of overall land use plan in Nanan,it made a forecast and assessment to the environment compact of this plan.The main contents of study include:(1) The pape intruduced the research progress of home and abroad.And then it discussed the significance of carrying out environmental impact assessment.(2) It introduced a series of concepts about land use and enviroment impact assessment.And it foused on the environment impact assessment of overall land use planning,studying concepts, methods and programme detailedly.(3) It studied theories and put systematology,environmental economics,sustainable development and policy theroy as basis of environmental impact assessment.(4) It studied DPSIR model and disscussd a few methods of environmental impact assessment.(5) Taking an example of overall land use planning of Nanan,it used DPSIR model to establish a system of evaluation index using delphi method and analytic hierarchy process to decide weights of 20 evaluation indicators.Finally,using the methods which mentioned above,it chose superior one from two plans.
