The Environmental Impact Assessment Of Land Use Planning And Case Study

The research of environmental Influence assessment of land use planning has become a new field in China since the Law of Environmental Assessment implemented in September 2003 and the modification of land use planning started in China in 2003. The environment influence assessment of land use planning is one kind of the strategic environment influence assessment. It mainly analyses, estimates and assesses the environment influence that may result from the implementing of land planning. Meanwhile, it puts forward the solutions and measures to prevent and relieve the undesirable environment influence. Therefore, the environmental impact assessment of land use planning can provide technological support for national and regional comprehensive policy of environment protection and economic development, and promote scientific and reasonable land use plan, so the land use plan can serve sustainable development well.This paper, taking the readjustment of land use planning in Ji'nan as an example, assessed the environmental impact of land use planning in Ji'nan. The main contents and results are presented as follows:The first part is the preface,which mainly introduces the significance of the study of environmental compact assessment in land use plan as well as relative research situation home and abroad.The second part covers theories for environmental compact assessment of land use planning, including theoretical foundations, relationships with relative planning and general working procedures.The third part mainly discusses the methods in environmental compact assessment of land use planning.The fourth part mainly provides the implication,aims and contents for impact identification.The fifth part builds the index system for environmental compact assessment in land use planning. This part includes the principle and the meanings of main indexes.The sixth part, applying the above theories and methods, gives an example of environmental impact assessment of land use planning in Ji'nan. The main indexes are screened out by Pair Comparison Method at first,then the weights of every index are ascertained by AHP. Through assessing the proposal schemes, the optimum scheme is screened out and the mitigation measures in favor of environmental impact assessment of land use are brought forward as well. The last part is the conclusion and prospect, including the achievements and problems of the assessment, as well as some improving suggestions.
