With the rapid development of science and technology and the development of economy globalization, the enterprise survival environment changed dramatically, such as the fierce market competition, the unique customer requirements, the increasing price of raw material and the rising labor cost, and so on. Under such serious situation, the enterprises must improve the management to occupy the market share, especially for the small and medium-sized enterprises, which are very important in the economic development but constrained by the capital and technology. Therefore, the enterprises should improve the management skill to survive in this economic crisis.Though the organization and optimization of production systems is always the hot issue in the study of production operation system, the accomplishments of that study are difficult to practice in the small and medium-sized enterprises. The main reason is the researchers only concentrated on the equipment production and auto-production, but not manual operation system. Small and medium manufacturing enterprises in China usually adopt manual operation system with the abundant and inexpensive labor, one hand due to lack of capital and technology, on the other hand manual operation system has great flexibility and adaptability. Thus, the study of optimiaztion and simulation of the manual operation system is very important for small and medium manufacturing enterprises.Taking manual operation system as the research object, based on research results of classic production system, starting from human resource characteristics, this article mainly studies capacity adjustment strategy, plan decision and workforce assignment. The specific studies are as belows:(1) Research on long-term capacity adjustment. Object to minimize the capacity expansion costs and mismatch loss,This article creatively points out long term capacity adjustment based both on fixed capacity expansion and fixed cost. Simulation solution is used to get the optimal productivity adjustment strategy in Matlab. Sensitivity of capacity factors are analysized. The research can help small and medium manufacturing enterprises to make a effectively capacity adjustment strategy.(2) Research on medium-short plan strategy. This essay builds the demand function on one hand aiming at the storage products affected by seasonal demand fluctuation, and on the other hand comprehensive considering secular trend and storage products affected by seasonal demand fluctuation. Getting the minimum cost to target, expense cost mathematic models are constructed for two kinds of products in diiferent plan model such as fixed planning model, segmented planning model and dynamic planning model. Then\the effectiveness of the mathematic models is verified with practical data.(3) Research on workforce assignment. Study on workforce assignment is divided into two aspects:the first is study on stationary workforce assignment. The essay studied the workforce assignment considering of the stable productivity,learning and forgetting and task complexity. Then the essay construct MIP and MINLP, and then get the optimization solution in Lingo9.0and Matlab. Fixed workforce assignment in team assignment is analysized with models and simulation resolved with Witness and MathCAD. The second is dynamic workforce assignment. The essay studies on dynamic workforce assignment in the series production line with stable productivity besed on the workers' share, constructs mathematic models and gets the optimal solution in Matlab, and then expands the methods from single series line to multypie parallel lines and in-tree lines.Eventually, this essay displays the outlook of the future research.
