| With the transformation of the economic system in China, the defects of the conventional theory and methods in traffic transportation planning in which goods quantity is stresses while the economic balance is ignored are becoming more and more apparent. As a result, there are a lot of contradictions in the traffic transportation system that cannot be dealt with by means of goods-quantity balance. In order to achieve an economic balance, it is, first of all, important to understand fully the economic mechanism of the traffic transportation system development. This paper, on the basis of the characteristics of value choices, value contents and value flowing, divides the economic area directly related to the traffic transportation system into four benefit gainers: the national economic gainer, the infrastructure system gainer, the transportation system gainer and the consumer gainer. The paper believes that all the benefit gainers can gain their benefits in the normal economic benefit distribution in the markets, which is the necessary condition for a good development of traffic transportation system. The paper also analyzes the interrelations of the four benefit gainers. The interrelations between the national economic gainer and the traffic transportation system are mainly shown in the value movements of the national economic industries related to the structure of the traffic transportation system, and some qualitative analysis about this has been done in the paper. According to the operation of the system, the other three gainers are arranged, in their logical relation, as follows: the infrastructure system gainer, the transportation system gainer and the consumer gainer. In this paper, the goods-quantity line and economic line are taken as the main lines to connect the three systems, they are: The system connection: the infrastructure system → the transportation system → the consumer system. The goods-quantity connection: the transit capacity → the transportation capacity → the industrial economic operation capacity The economic connection: the economic cost in the transit capacity → the economic cost in the transportation capacity → the economic cost for the consumers. Under the framework of the above connections, the paper analyzes the value structures of the benefit gainers respectively and their flowing laws, establishes the basic analysis model and gives the qualitative explanations of the values in the application of the model. The contents of the research in the paper are the basis for formulating the transportation planning theory and methods in the economic ftobhanism. The main theme of the paper is to use the basic economic theory and normal analytical method to study the theory and methods for the transportation system and to conduct creative work in the field. |
