In the field of traffic engineering, the focus has been transferred from thetransportation infrastructure characterized by the civil engineering to the trafficinformation infrastructure characterized by the traffic information. As an importantpart of the traffic information projects, highway traffic information wascharacterized by the high technology, huge investment, extensive impact on thecommunity and other characteristics. The transport industry is second only to themanufacturing sector of the whole society’s second-largest oil consuming industries.Through the improving of road capacity and operating efficiency, highway trafficinformation system project further contribute to the transport sector energy saving. Itwas evaluated the economy of energy saving and emission reduction of road trafficinformation system project in the use of the theories and methods of trafficengineering and technical economics, which provided a scientific basis for thehighway traffic information about project feasibility study, the effect ofimplementation, the selection of programs, the project decision-making and existingsystem operation optimization, contributed to the promotion and development of thehighway traffic information system project, and also provided guidance for theimproving of the statistics monitoring and evaluation system of the transport sectorenergy saving. For travel users, highway traffic travel information platform helptheir access to the best path information service, which shortened the travel time andfurther reduced the number of energy consumption and exhaust emissions.Firstly, it was analyzed the principle and function of action of the energy savingin highway traffic information system project. It was made a study that the impact ofthe road transport energy consumption and the carbon emissions factors from fouraspects. The principle and function of the energy saving effectiveness is different dueto the different factors of transport energy consumption and carbon emissions in theroad traffic information system project. For parking projects, due to its service timeis considerably less than the service time of the parking, toll station capacity wouldbe enhanced, the use time of the transport for traveling would be reduced, and thusthe energy conservation would be promoted. Secondly, It was established theevaluation index system of energy-saving emission reduction of road trafficinformation system project from the perspective of input-output “and the specificformula of the index. Thirdly, it was evaluated the economy of energy saving andemission reduction project on the road traffic information through cost-benefitanalysis. Finally, it was verified the feasibility of the proposed evaluation andevaluation methods by a case study on the parking fees of a toll station in Xi’an.
