Social and environmental evaluation using the fuzzy hierarchy comprehensive analysis evaluation method, through the expert scoring method, questionnaire survey method, finding the score of each evaluating index in the comprehensive evaluation of Wenzhou ITS social and environmental benefits of the system.Research shows that lack of system evaluation model against the development of intelligent traffic system in Wenzhou. Considering the social and economy in intelligent transportation system, economic evaluation and social evaluation model needs to include environmental evaluation.
