Nowadays city competitiveness is not the competitiveness between single cities, but between city regions or city groups which is composed of the core city and its surrounding towns. Presently it is an important measure of sufficiently playing the central city's radiation role to build a city region in which a central city is taken as a core in the course of pushing urbanization quickly in China. The key mission of regional planning is to integrate coordinate the regional development including social economic development, city and town construction, environmental protection and infrastructure. The city is the center of the region, while the region is the foundation of city development. City development must be established on the basis of coordinative development of region and surrounding cities, meanwhile improving coordinative development between cities and towns and between cities. For the moment, three coastal regions, including Pearl River Delta, Yangts Rvier Delta and Bohai Bay, appears a serious of social problems, environmental problems and landuse problems along with the economic development. Therefore we need to use some relevant theories of foreign regional study and regional planning to discuss the coordinative system of Chinese regional development and spatial structure features, and improve city's competitiveness in regional scope and sustainable development abilities. Being one of the largest city accumulation area and economic core area in Bohai Bay Economic Region, Jing-Jin-Ji Area owns a good industrial base, hi-tech level and strong technical forces. Bohai Bay Economic Region is facing a new development opportunity now. Then how does Tianjin take her wings off depending on the current suitable condition? The first mission is to define Tianijn's position and role in larger region and coordinate development with Beijing city and surrounding cities, secondly adjust and reassign the work of different districts in the city. The essay proposes the study on Tianjin urban space development strategy from this point. Commenced from the Tianjin urban spatial framework, the essay discusses the theory and methodology of strategic planning of regional spatial development through some theories and cases. The study clue is as followings: Chapter One summarizes the regional planning and regional studies in domestic and foreign countries. It expounds the development progress, main study result and content in different phases in domestic and foreign countries. Chapter Two provides the theoretical evidence for the essay. It defines the concept of regional spatial development strategic planning, and illuminates the significance of establishing the concept of regional spatial development strategy. And it states some relevant theories of coordinative development of regional entirety, adjustment of regional industrial structure, recomposition of regional spatial structure and regional sustainable development. Chapter Three To Chapter Five develop the demonstration study of regional spatial strategy taking Tianjin city as an example. The main issues cover the following: to discuss the background of Jing-jin-ji regional development, to coordinate the development between Tianjin city and the whole region, to propose strategy of Tianjin city industrial structure adjustment and coordinative assignments in main towns and to reorganize the spatial structure in Tianjin city to adapt new settings and development situations. Chapter Six establishes a framework supporting Tianjin urban spatial development, such as: to establish a transport system which is consistent with regional spatial structure, to plan and collocate regional public utilities as a whole, to build sustainable and ecological environment, to formulate some key policies and measures for implementing spatial development strategy.
