Coordinating regional development is more and more important in China recently years. "To find the best way for the coordinating regional development" is one of the most important subject on the national development. The Peripheral Region in this article is means to "the undeveloped poor region on the administration compartment periphery". In the period of Planned economy, because of far away from political center, these regions are faraway from prosperity.
