The development of globalization has led the cultural exchange of human society to an unprecedented scale and extent, accelerated the combination of culture and diplomacy, and promoted the rise and development of cultural diplomacy. Cultural diplomacy can play an active role for nations to make its country-image, ensure national security, and pursue practical interest. However, if cultural diplomacy is implemented improperly, it may also adversely affect the nation-state.During the long period of time, the United States could skillfully use cultural diplomacy for its national interest just because of its political and ideological tradition, experience of implementing foreign relation, and the active participation of all actors. American liberalism and conservatism are the main ideological basis for its implementation of cultural foreign policy. The United States long-term practice of democracy export, foreign missionary work, cultural exchanges and other activities accumulated a wealth of experience for its designing and implementation of cultural foreign policy. The active participation of United States government agencies, non-governmental organizations, businesses, and individual citizens created the conditions for the prosperity of American cultural diplomacy.After the Cold War, The United States put more emphasis on the export of its values, institutions and cultural products to other countries. From the vertical perspective, the practice of cultural diplomacy of the United States after the Cold War can be divided into three stages:the old Bush era, Clinton era, and George Bush era. From the lateral view, the practice of cultural diplomacy of the United States after the Cold War can be divided into two types:one is to the developed countries, the other is to the developing countries.The Post-Cold War U.S. cultural foreign policy primarily serves for the target of its global hegemony and its fight to construct the "ideal world order".Cultural exchange is one of the main contents of China-US relations. China has always been an important target of American cultural diplomacy. Over a long period of time, the United States has been actively implementing cultural foreign policy towards China. This can not only serve the needs of the United States for the struggle between the two different ideologies and two social systems, but can also help the United States to respond to the challenges of the new world order because of China's development.Therefore, cultural diplomacy has become an important factor which has the great impact for Sino-US relations during the post-Cold War period. The United States uses cultural foreign policy to exert influence on the evolution and development of Sino-US relations mainly through bilateral and multilateral relations. Such influence has both positive and negative sides to China.So China needs to take active and comprehensive measures to deal with such influence, and promote Sino-US relations through cultural diplomacy.
