From 1945 to 1949, there is a great civil war for becoming the Ruling Party between Chinese Nationalist Party and Chinese Communist Party. Shanghai, being Chinese biggest city, is the focus of struggle between them. In this period, the crisis of foodstuff always appeared in the city of Shanghai, which particularly had two phenomenon, firstly the supply didn't remain stable, secondly the price of food increased severely. They were inner factors which brought about the turbulence of society, the unrest of people, the riots of workers and the movement of students. During the crisis of food, from start to developing stage, from bursting out to worsening, the authorities' measures, rice merchant's attitudes and citizen's response, all related immediately to the economic, social, political , even cultural problems, and so on. Actually it is a key to explain the life of Shanghai city and the situation of the whole country at that time.In the final analysis, the problem of foodstuff is nothing but the problem of people, the problem of social stabilization, the problem of regime. The policies of food that the authorities formulated, were generally considered to can control the whole situation. Starting from this point, this dissertation researches typical events and important organizations, arranges the historical materials, tells the theories, in order to look for the law and essence in politics of food in Shanghai through complex phenomenon, and specially show its social, political aftermaths, reveal basic characteristics and inner logicality in this historical period, and explain newly the reason why mainland was lost by Chinese Nationalist Party from a certain aspect.
