This paper studies the establishment and expansion of the police institutes of Japanese Consulate in Yanbian Korean Area and its control over Koreans in Yanbian.It falls into three parts: introduction, main body and conclusion.IntroductionIt introduces the subject, purpose and literature of the study.There are three purposes: firstly, it studies the features and natures of the establishment and expansion of the police institutes of Japanese Consulate in Yanbian Korean Area; secondly, it tries to explore the truth of the conflict between Japan and China caused by the control of Japanese police institutes in Yanbian area; thirdly, it reveals the nature of Japanese fascist control over Koreans in Yanbian, especially anti-Japanese movement, by means of "controlling Koreans by Koreans". This paper will be helpful in the further study of the history of Japanese invasion, the history of Sino-Korea-Japanese relations, and the history of anti-Japanese movements.Main body:Chapter One illustrates the evolution of the police institutes of Japanese Consulate in China as follows:1. Making use of several treaties with Chiha, Japan established and expanded its Consulate;2. Japan applied their domestic relations between justices and judicial police to China, through which they established and expanded the police institutes of the Consulate;3. On the basis of the distribution of Japanese Consulate and its police institutes in China, it provides the fact that where there is Korean residence, there is Japanese police institute.Chapter Two states the whole process of the establishment and expansion of the police institutes of Japanese Consulate in Yanbian Korean Area by means of:1. Introducing the formation of Yanbian Korean Area.2. Stating that the special position of Yanbian area in the Japanese invasion plan of Manchu and Inner Mongolia resulted in so many police institutes of Japanese consulate in Yanbian area;3. Making the best use of every chance, every important event, every excuse, Japan established and expanded the police institutes of Japanese consulate;4. During the expansion of the police institutes of Japanese consulate in Yanbian, Japanese Foreign Ministry and Korean Government House cooperated but contradicted in the ownership of the police institutes.Chapter Three states the conflict between Japan and China during Japan's controlling over Koreans in Yanbian as follows:1. Started during 1907 and 1909, the conflict never lessened and never ended.2. The conflict shows the nature of the Japanese invasion and its "lex personalism";3. The conflict was caused partly by the Japan's control over Koreans in Yanbian in terms of arresting anti-Japanese Korean people;4. Due to the weak Chinese government, the conflict resulted in China's collusion with Japan.Chapter Four explores "controlling Koreans by Koreans" of the police institutes of Japanese consulate as follows:1. As an indirect way of "controlling" Koreans, "controlling Koreans by Koreans" resulted from Japan's experiences in Korea;2. Formal Korean police as well as informal "police hired by Koreans" worked as lackeys, watching and "replacing" Korean anti-Japanese movement;3. Some pro-Japanese social groups and armed groups were used to watch and replace Korean anti-Japanese movement;4. Korean spies were used to intercept, disintegrate and suppress Korean anti-Japanese groups and related movements.Chapter Five illustrates the suppression of the police institutes of Japanese consulate over Korean anti-Japanese movement, including direct control and arresting.1. In order to enhance the suppression, Japan adopted some measures, such as establishing the headquarter of the police institutes of Japanese consulate in Yanbian, improving the general factors of Japanese police, strengthening the equipment, etc.;2. The suppression of the police institutes of Japanese consulate over Korean anti-Japanese movement before and after "918 event" reveals the special position and function of Japanese police in the suppression as well as the nature of Japanese invasion.ConclusionThe failure of Chinese foreign policies at that time shows us: no foreign affairs for poor countries; wise and correct national policy is needed for multinational countries. Another hint from the study is that class factors as well as national ones should be considered in analyzing historical issues; adequate anticipation of injustice forces and detailed preparation against them is necessary.
