The Qin and Han Dynasty is very important in the development of the LingNan region. In this period, LingNan region become an indispensable part of the united, feudal country. Going with the historical trends, this is the result of exploitation and management of the Qin and Han Dynasty.The author studies LingNan in the Qin and Han Dynasty from the point of exploitative history of the borderland, in order to breakthrough in the old views of the social development about LingNan. Most scholars used to focus on the exploitation of northern and western borderland and paid little attention to LingNan, even limited works in the field are superficial. Furthermore, LingNan is related to the early history of Vietman, and the frontier problem is sensitive and hard to certain. Besides, the data is infrequent.On the basis of previous studies, taking full advantage of documents and archeology material, the author tries to study the management and exploitation of LingNan in the Qin and Han Dynasty, and puts it in the history of the united multiracial nation. Analyzing the dynamic course of the growth of borderland under national power and social, political, and economic development, the paper studies the change of the border policy in the Qin and Han Dynasty.The view is that the martial, political and economic strategy of the Qin Dynasty made base of all-sided development of LingNan. Although LingNan in the charge of ZhaoTuo was in the form of separatist regime, the amicable policy to hold together BaiYue and disposal of the inner and outer relationship gave reference to the management of LingNan in the Han Dynasty. After NanYue was overthrown, LingNan was brought into the empire control again. The government set up the first county in LingNan came round the minorities in the Western Han Dynasty. In the Eastern Han Dynasty government strengthened feudal reign. Although the officials excellent, LingNan was troublous at the middle and late period of the dynasty.Owed to traffic and advanced technology from the central plains of China, in the Qin and Han Dynasty, economic progress of LingNan was effective, including agriculture, handicraft industry, business and carrying trade. At the same time, with the effective domination, the Han culture was transmitted and developed. Chinese characters introducing, lection transmitting southwards and education developing, all of this had change uncultured states, and scholar bureaucrat came into being. After development and management of the Qin and Han Dynasty, the politics, economics and culture all had developed, which laid development foundation of southern borderland in ancient China. Certainly, the exploitation at LingNan was primary, whose level and influence was limited, and this was related to the situation and strategy of frontier.
