The study of this dissertation is under the direction of historical materialism and Dialectical materialism, which focuses on the traditional maritime administration in ancient China, providing maritime history as study framework, applying the viewpoints of maritime science and administrative science comprehensively, searching the study viewpoints of the maritime administration in ancient China, and reviewing the status and relationship of the ancient maritime administration and the change of China society.The contents of this dissertation are as follows.Chapter One, the introduction which determines the concepts and objects of the study; offers the academic background, clarifies the meaning and theories of the study, and introduces the study thoughts.Chapter Two introduces the changes of ancient maritime thoughts of China, the administration of maritime rights, the folk maritime thoughts on the border of the seas, development of the islands, administration and coast defence, and how the court set up its own thoughts on maritime gradually by the foundation of the folk society and protected the rights of maritime.Chapter Three discourses upon the administration of maritime fishery industries, examines the difficulties during the China traditional maritime fishery industries, analyzes the process of the related administration from which unveils the deep end of it.Chapter Four discusses the administration on traditional navigation transport and commerce, the different administrative policies in different dynasties, and the authority's control over the folk society.Chapter Five examines the changes of maritime salt industry, analyzes the organization of the grass roots of this field, the paradox relations between the organization and the administration, and opens out the contradiction between them.Chapter Six, the last part gives an analysis of the folk power and its continued tradition according to the spontaneous organizations of maritime merchants and fishermen.Chapter Seven,Give a conclusion about the traditional maritime administration in ancient China.
