| From the perspective of globalization, this research attempts to work out how China's cultural development strategy constructs politically the cultural identity by means of government's action, that is, constructing the public culture service system to provide service. Additionally, it reflects strategically the relationship between cultural and political identity. Its purpose is to suggest a new explanation for the public culture service provided by the government.In the background of globalization, the relationship between culture and politics has undergone a great change. The competition with the focus on the national benefits brings the cultural identity into the category of political research and provides it with a new angle of thinking. In the intense competition between nations, it has become an important part of national strategy to construct cultural identity and improve cultural power of the nation. Therefore, it is significant to review strategically the construction of cultural identity. From the history of human development can we draw the conclusion that the nations based on the cultural identity could survive all tortures throughout the history. However, in the information age, the consistency in nations' cultural identity is undergoing deconstruction in one way or another. Cultural hegemonism accelerates the deconstruction, imposing a great threat on the cultural sovereignty, and economic and political benefits of these countries. As to China which is in the social transformation, construction of the identity should be the kernel of the cultural strategy framed and implemented by the government. The construction of the public culture service and its system ensures the identity construction in both institutions and systems. In a word, it is quite necessary to administrate China's public culture service. In view of this, the text includes the parts as follows:Firstly, in the world centered around western civilization, the interaction and integration of politics and culture is in a great change in the age of globalization. When culture is taken into the strategy and becomes the important resource of the international competence, the international relationship and the function of culture changes a lot, and the economic and political pattern of the globe tends to be more unbalanced. The cultural hegemonism lays a great challenge in front of other nations. Consequently, the development of China's public culture service should be subject to two strategic aims of the nations: one is to realize peaceful rise, the other is to build harmonious society. Cultural identity, as well as the building of the national cultural power centered around it, becomes the key to the realization of the two aims. The issue of constructing cultural identity politically thus appears.Secondly, the development of the public culture service strategy provides the basis of the supporting institution for the building of cultural identity. The development of China's culture in the contemporary times brings a challenge to Chinese traditional administrative system and the building of its cultural identity. So in order to analyze the problem, we have to begin with learning about the social background of China's cultural development strategy and the actual needs of China's public culture service. The building of the socialist market economic system and the maturity of the industrialized model of production make the social basis of China's cultural development more diversified and complicated. The task of providing public culture service and constructing cultural identity is made more complicated by the conditions such as the emergent public service, the glorious network culture, the increasing consciousness of humanism, and the unbalanced cultural resources. In this respect, we can get the enlightenment from the relative ideas and institutions of the western countries.Thirdly, the building of the contemporary system of China's public culture service is a key step to construct politically cultural identity. And the building has its own strategic task and opportunity. The system of the public culture service is the result of putting the national cultural strategy into practice. The task of building the system includes the specific work, such as inheriting the traditional culture, guiding the popular culture, creating the modern culture, liberating and developing the cultural productivity, playing the role of keeping the balance in the economy and society. As a platform of the construction of the cultural identity, the public culture service system is the visible basis of improving the soft power of national culture. It is created under the conditions, such as the accumulated international experience, the great progress in the ruling party's consciousness of developing culture, the transformation of the government into the service-oriented one, the reform of the public financial system.Fourthly, framing the public culture service system and realizing its function is the specific form of the political construction of cultural identity. In the context of China's contemporary political system, the policy makers and the implementers of the system tend to be diversified. By integrating the networks of the public culture service facilities, community culture facilities, and the cultural information, we can frame the public culture service system, so as to build a cultural network throughout the society. This kind of integration is an important part of the government's cultural function. A good method of constructing cultural identity is to mobilize a large number of civilians to participate in cultural activity and make full use of the resource.Finally, government assumes the responsibility of administrating the public culture and constructing cultural identity. The governments' responsibility is qualified by its feature of community, and related to its ability to integrate all the cultural sources so as to construct cultural and political identity. In the ear of globalization, cultural identity is the important strategic resource. So the government which can bridge cultural identity and political identity is the efficient one, because it can convert cultural identity into a legal resource. |
