In 20th century 30s and 40s,eruption of the World Warâ…¡was one of the most significant events in human history development process.The Second World War not only profoundly has affected people of the other countries in the world's production,the life and the ideological concept,but also to national,the democratic country policy-making and the world international relations' evolution.Japanese,German and the Italian these three Fascist countries,as well as their Fascist "Military alliance",exerts profoundest influence to international environment and the international relations.We can say,the formation of the Fascist "the Axis alliance",has changed the development path of international relations at that time,to some extent,It has dominated profoundly development of the Far East international relations,even has facilitated the qualitative change in the postwar international relations.Based the Japanese original achieves of and the related domestic and foreign research results,this article mainly utilizes tries to recount the intention of Japan's German policy's forming process,which from "Anti-Comintern Pact" to "the Axis alliance",reveals the true state of Japan-Germany Military alliance.And,one of the most important question is the process of Japan and Germany from "Anti-Comintern Pact" to "Military alliance",they have tried to Seeking the plan of combined military operation between Japan and Germany in the forming process,why they did not carried on the substantive combined military operation in the concrete aggressive war.Therefore,making clear the forming process of Japan's policy to German from "anti-communist agreement" to "the Axis alliance",and finding out the essence and the motivation of Japan's Germany Military alliance policy,will be helpful for us to analyse across-the-board and cognition Japan's aggressive war in the history.With the theory of history,international relations and international politics,this article tries to explain the following question ultimately:(1) In order to realize the aggression expansion plan of "annex Manchu and Mongolian,dominate China,dominate the Asia region",Japan gave up the route of "Coordinated Diplomacy" to U.K.and U.S.,.and then challenged "Versailles-Washington System",and withdrawaled from League of Nations and the World disarmament treaties,concludes "Anti-Comintern Pact" and "Military alliance" with Germany;(2) In the form process from "anti-communist agreement" to "the Axis alliance",Japan's policy to German always presents the characteristics of changes by phases, Specifically,firstly,Japan concluded "Anti-Comintern Pact" with Germany,is to seek support from the German strength to resists and hampers Soviet Union,With the purpose of dominating China,Secondly,Japan requests the Germany giving "morality and spirit support" in it's aggressive war against China,and chooses Germany as "intermediary" to carry "politics lures into surrender" on Japan to China,to achieve the goal of expulsing UK and US's influences from China,to realize so-called the co-prosperity of "Japan,Manchu,China"; Thirdly,Japan concluded the Military alliance with Germany,taking advantage of Germany's strength,seeked the "Japan-Germany-Italy-Soviet Military Alliance",and attempted to suppress and make US give up the war by the strength of "Japan-Germany-Italy-Soviet Military alliance",and complete the Japan's aggression and expansion in the Pacific region andrealize so-called "the East Asian co-prosperity".(3) Japan did not coordinate German's intentions to military attack on Soviet after the formation of a military alliance.In fact German did not chrish too many expectations,although it asked repeatedly Japan to attack from Siberia.
