The Northeast issue took a very important role in the rivalry of KMT-CCP for controlof China after the World War Two, which was the center of the contradictions in that time and made more complicated by the involvement of Soviet Union and United States. It reflectd the vivid characteristics of the Northeast issue in the earlytime after the Second World War that threee countries and four parts——Russia, US,China(KMT, CCP)——involved in the issue, foreign relationship interacted with theinteral issue, and developed into the rivalry of KMT-CCP. The attitude of Russia was the most important in the rivalry. The failure of Northeast taking by KMT and the achievement of the fighting for the Northeast by CCP fully explain such a characteristics of Northeast issue.The Northeast policy making of KMT was not accomplished because of some reasons, but the key point was the policy of Russia. The Sino-Russia relationship was the national relationship, and was vital importance to Chinese state interest and national feeling. But the Sino-Russia negotiation was inavoidly in a tangle with the US-Russia, KMT-CCP relationship and the international or internal political development, so how KMT dealt with the issue was in connection with its party interest. Under the situation, we can understand the dilemma of KMT in the Northeast, that is to say, not to lost state and the national interest both. But the policy of KMT on the Nottheast dealt with the matter in passive way generally, and could not match the development of the situation. KMT got the control on Northeast by its military action in surface, but also buried the seeds for its failure in the after, which lead its last failure on taking over the Northeast in the last.Back to the action of CCP, about its relationship with the authority of Russia Army in the Northeast, their ideology and totally interest was the same to Russia in some extent, but the different on the particular line, policy and the interest. In any case, the existence of Russia in the Northeast was advantageous the development of CCP in the Northeast。So, CCP had the contradiction with Russia in the Northeast issue, but CCP had the same ideology and interest with Russia generally, and CCP understanded the interest of Russia, to coordinate with Russia in the Northeast in most times to get the support of Russia and established its superiority in the Northeast rivalry to make that the KMT could not accomplished its aim to take over the Northeast. This reflected the general points of the KMT-CCP rivalry on the Northeast, and could explain the final result of the KMT-CCP revalry on the Northeast and the mainland.
