On The Northeast Local Administration System At The Republic Of China Beijing Government Time

The national system of local administration was disorganized after the Government of the Republic of China Beijing founded , in order to strengthen the power of centralization and weaken the forces of local warlords , in the early 1913 , the government promulgated a series of laws and regulations , just like"Common Organization of the Existing Provincial Government Offices of Local Administration Order", this unveiling a prelude to the reform of local administrative system . And then the paper takes the"province"as the unit , to elaborate the three northeastern provinces'road and county administrative regionalization's historical evolution in the Republic of China Beijing Government time , and summarized the three northeastern provinces'characteristics of administrative divisions and the reasons for the changes .The organizational structure of local governments at all levels and terms of reference is the core of the Northeast part of the local administrative system . Office for the province , other than administrative agencies , the agencies were set up according to the nature of the power system , is to be introduced under different categories such as standard . Meanwhile , it has analyzed the administrative machinery establishment and the vicissitube characteristic , as well as manifests from this Republic of China Beijing Central Government and Local Government relations and other issuses in Northeast . The second aspect is about prefecture's administrative status , mainly the office of the provincial executive and the relationship between central , provincial office and other authorities , such as the provincial legislature , judiciary , military and political authority, based on this it has analyzed the province government offices'administrative status . The third aspect is about the provincial office of the operation system , introduces the provincial office of the leadership and the decision-making system , document its procedures , the provincial government to carry out day to day situation in the office ,and run the system ,the characteristics of the prefecture are analyzed .Road Office Administrative System is also described from three aspects , the first is the organizational structure and the authority question of the office on the Road . Is different what with the province government office , the organizational structure of Road and the authority of the change in organizational structure is mainly divided into two stages . The second is the administrative status of the office on the Road , primarily with the provincial office of the Road Office , directly under the central government and the central institutions at the local , county office of the relationship . This article first elaborated the social background which the Northeast place area township administration produces , then the Northeast place's area township administration mainly be divide into two broad headings on its function ; first , has the sole function nature administration , like educational administration, police administration , place security administration and so on; Second,function quite comprehensive administration, if the autonomous administration and the official govern the administration. Based on this, concluded that parts of the Northeast District and Township have various shapes, complex relationship with each other ,cross-echo and so on .The Republic of China Beijing Northeast Local Government Administrative System during the formation and development of the Chinese socio-economic, political and structural changes, changes in China's political situation and the results of such factors.
