| Social administration, as a function of the government and social sectors, is the organizing, coordinating, supervising and controlling of the whole process of social life, structure, institution, undertaking and social ideas to promote the harmonious and benign development of social system. Social administration plays essential roles for the sound operation of the whole society. Efficient social administration is prerequisite of a stable, concordant and energetic society. Social administrative mechanism is the system guarantee of the enforcement of social administration, of which social justice will benefit, as well as the social stability, order and harmony.Globalization has become an irreversible trend of the 21st century. China has been integrating into globalization rapidly since its reformation. However, globalization is a double-edged sword, which means it also challenges the innovation ability of social administration mechanism while bringing about great chances of huge development. According to the experience of international developing history, an economy will face a key period of development when its GDP per capita reaches $1,000-3,000, during which there are new opportunities, but also various social risks because of increasing industrial structure transformation, dramatic changes in patterns of social interest, and political system's continue to respond to new challenges. China is currently just in the process of such a period. On the one hand, globalization provides opportunities for social administrative mechanism innovation by promoting economical and trading links to countries throughout the world, which is conducive to the modernization of the introduction of foreign capital, technology and advanced management concept, which greatly promoted the development of national economy. China's GDP growth in 2010 reached 39.7983 trillion yuan, 108 times more than that in 1978. Globalization facilitates the development of civil society, and also provides conditions for multiple participation of social management. Management functions of apart", and gradually managed by the society to meet the requirements of social development. On the other, globalization also has brought challenges for social administration. Globalization has accelerated China's social transformation into a risky society. Globalization accelerated social transformation, led the enhancement of social heterogeneity, increased social differentiation and made social control more difficult, the attendant rise to a series of social contradictions and social problems, the original social integration were not suited to modern social management needs, increased the difficulty of social management….all test social management severely. Rapid social transformation brought about the differentiation of social organization, "unit system" in the gradual weakening of the community to further the "atomic" and "fragmentation"; social heterogeneity derived from different interest groups and social interests of the divide are serious and cause large social gap between the rich and the poor. As a result of uneven development between regions, between regions over differentiation, regional differences become larger; due to globalization and social transformation caused by the integration of cultural values over the area of differentiation, the value of the social and cultural integration now are facing great difficulties. Society changes in the process of China's social transformation under globalization, making the original social administration mechanism can not achieve effective control and social integration, social development. We need to establish a new mechanism to achieve effective administration of the society.China's economic and civil society development, transformation of government functions provide a realistic basis for social administration mechanism innovation. The problems of social administration are also urgent need for social management mechanism innovation. In order to improve the social administration mechanism, the participation of the social administration system, integrating mechanism, control mechanism and early warning mechanisms for innovation are all necessary. We need to improve the multiple subjects involving mechanism. For a long time, government is the only social governance subject of the social administration. With the development of civil society, diversification of the social administration is in need, social administration of the main body needs to transfer from one party to multiple parties, and gradually establishes a "party leadership, government responsibility, community and public participation" social administration pattern and mechanism, optimizes the institutional environment of social participation, expands channels for social participation, and let social organizations and members of society play roles in the social management. Innovate mechanisms for social integration, social transformation and build up the suitable social mechanisms for the distribution of benefits to enable members of society enjoying equitable social development outcomes; improve the social security system, to make it really play the role of a social safety net, stabilizer and coordinator; correctly understand and respect for the diversification trend of cultural values, dialectically treat cultural globalization, take full advantage of the role of social and cultural value of integration. Social development requires effective social control, establishing adequate mechanisms for social interest expression, broadening the channels of social expression, making the expression of a social system sound so that the views and interests of members of society can be expressed, establishing social feedback mechanisms to respond to government's call, citizens, social organizations demands echo, so that provide positive interaction between government and society. We need to establish, first, emergency mechanisms to actively respond to social conflicts and to properly deal with social conflict and maintain social order and sound operation of social security. Second, scientific warning mechanism, to evaluate, predict and find the negative factors in social development, security and stability ,and further, to eliminate these negative factors in its embryonic or embryonic stage to prevent their possible effects on the sound operation of the community. By resolve social conflicts through early warning timely to curb factors of disharmony, to deal effectively with unexpected events, to ensure the security and stability for the society, to provide favorable conditions for social development.
