The Study On Communist Party Of China’s Administration By Law During The Period Of Social Transformation

The development stage of Chinese society is entering a new period. The profound adjustment of economic system, social structure, and pattern of interests all has brought many new problems and contradictions. As the leadership of the people’s government, the Communist Party of China’s ruling way decides interests of the future of the country and the broad masses of the people. The15th National Congress of the party put forward the basic strategy of ruling the country by law. On the basis of this, the16th and17th National Congress further proposed and stressed "ruling by law", to today’s18th explicitly formulated basically completed goal of "government by law" in2020. Our party has found a correct way of ruling, and has been fighting for governing the country by law, which comprehensively promote administration according to law.Different from the traditional style of leadership, ruling by law requires that Chinese Communist Party must be in accordance with the Constitution and the law. The organs of the state power and each party member cadre must exercise their powers in the Constitution and the laws within the scope of the legal system, establish a comprehensive system, perfect the democracy and the rule of law, and improve the legal consciousness of all the people. However, in the face of traditional idea ingrained, ruling by law is still faced with many problems, and lack of an effective operating mechanism. The author will base on the current actual situation, put forward some opinion about the main idea and try to solve these problems, to find a good way for ruling by law. And hope to be able to provide thinking and some inspiration for ruling according to the law in the new period.
