| Innovation is the spirit of a nation’s progress and the invariable force of a country’s prosperity. The innovation of social governance, among all aspects of national innovation, is particularly important and urgent. And it is imperative for China to make innovation on social governance especially in the period of social transition which is not only the important period with strategic opportunities and golden period of development, but a stage with social contradictions and risks.In our country, the social governance assumes some important missions including coordinating social relations, solving social problems, resolving social conflicts, promoting social justice, responding to social risk, and maintaining social stability, and so on. Since the reform and opening up, especially the 1990 s, Chinese society has entered a rapid transition period, in which economic system and social structure go through profound reforms and changes, the interest pattern has profound adjustment, the ideology has profound changes, and social differentiation and social contradictions are prominent, and social governance is facing a series of new situations, problems and challenges. Since the traditional social governance model has been unable to accommodate the new social situation, the problem on how to resolve social conflicts, coordinate social relations, specify social behavior, and how to transform government functions, transform development ideas, and convert social risks, is a question needed to be solved by social governance innovation, as well as a test to the governing ability and governing wisdom of the ruling party.At the leading edge of reform and opening up, Qingdao has witnessed great and profound changes in its economy and society, with the deepening of domestic reform and opening up and the development of socialist marketing economy. Since the "12th Five-Year Plan", Qingdao has endeavored to transform the government social governance functions, and made some substantive breakthrough. The supply and equalization of basic public services and steadily witnessed steadily progress, the mechanism of social contradictions prevention and resolution is progressively refined, there have been substantial progress in social organizations, and professional social service platform has been constantly expanded. This paper, based on research and investigation of related theories on social governance innovation, chooses Xiazhuang Sub-district, Chengyang District, Qingdao as the object of study, and makes a detailed investigation on the relevant condition of social governance innovation, and seeks to make depth profile on the social governance in Xiazhuang Sub-district combined with learned theory knowledge onthe basis of in-depth investigation and research, so as to explore the innovative ideas of Xiazhuang Sub-district in social governance, and provide a reference for otherareas through countermeasure research on social governance innovation. The first part of this paper, takes strengthening and innovating of social governance as the theme, starts with the relevant concepts and basic characteristics of the social management innovation, through the summary and review of achievements in social governance, analyzes the advanced experience of the social governance innovation in our country, and takes Xiazhuang Sub-district for example, analyzing the current situation and achievements of social governance of Xiazhuang Sub-district, and exploring the dilemma and motivation of social transition of Xiazhuang Sub-district in the period of social transition. And based on the problems of Xiazhuang Sub-district, the paper points out the countermeasures of the social governance innovation. Due to the limited knowledge, the analysis on these problems may be quite shallow. For example, as to the path choice of social governance, more attention should be paid to the feasibility and manipuility. This is the direction I should pay more efforts in my future study. |
