The party's 17th session of fourth plenary stressed that putting the moral a foremost position is a fundamental requirement and an important guarantee for keeping a Marxist political party sophistication and naive. Selection and appointing cadres depend on both ability and more the moral. Choose the cadres politically viable, having skills, somewhat decent, getting the people's trust. It also means that we should choose those who have noble quality, work hard and cautiously.
