The 16th National Congress of the CPC clearly put forward to build all, lifelong learning society and learning government is an important part of the learning society. The objective is to improve the administrative performance of government organizations. In addition to government organizations to actively promote, the more important individual civil servants have to go through to study and strive to improve their own quality, thereby increasing administrative efficiency. Because of the public nature of government organizations, civil servants explicit knowledge is a necessary condition for a routine public service, but tacit knowledge play a significant role in the leadership qualities and administrative efficiency. Therefore, it is of great significance in strengthening the transmission of tacit knowledge between individuals and sharing, improves the administrative performance and core competency of government organizations.In this paper, it studies the transmission of tacit knowledge from transferring characteristic and delivery process of tacit knowledge of individual civil servants. Tacit knowledge of individual civil servants is a variety of factors that constitute the intellectual capacity of the organic, according to the degree level can be transferred into values, metacognition, intermediate skills and professional knowledge in four levels between the nature and context of the enhanced features of the increase. Tacit knowledge of individual civil servants in accordance with the hierarchy, can build dimensional frame, which mainly include metacognitive dimension, value dimension, emotional dimension of knowledge, skills dimension, interpersonal dimension and the dimension of tacit knowledge based on society and culture of governmental organizations. It has organizational and social characteristics of tacit knowledge of individual civil servants. Government organization sustainable competitive advantage depends on the tacit knowledge application and creation. Using return theory, it sets up transmission motivity model from research on transferring motivity in tacit knowledge of individual civil servants and finds that in the process of tacit knowledge of individual civil servants transferring and sharing, involves a high level of tacit knowledge individuality, a low level of individuality and government organizations among the dice game, in which government organization's role should be located in a flat organizational structure to promote the free exchange between civil servants individuals and security agents of transmission channels in order to reduce the cost of transferring of tacit knowledge. Meanwhile, it also uses social network theory and constructs social network and process model of extension of tacit knowledge transmission. Use of social networks can facilitate transmission, absorption, creation of tacit knowledge of individual civil servants.This paper also studied the influence factors of tacit knowledge transmission of individual civil servants. Through research, a major influence of social relations, social contact strength, stickiness of tacit knowledge, the ability of transmission, absorption skills and transferring network of channel and other factors, on the tacit knowledge transferring barriers are caused by social psychology, organizational structure, social environment and deep exchanges. In order to analysis the influence factors of tacit knowledge transmission of individual civil servants, this paper proves relevant relationship among the influence factors and transferring methods and effect of tacit knowledge of individual civil servants through surveys and interviews and reliability, validity and regression analysis. Tacit knowledge of individual civil servants in the transferring process, teaching ability, absorptive capacity, the trust relationship between these three factors, effects were tested positive correlation. But knowledge gap and implicit knowledge effects are negative. These influence factors and transferring methods of tacit knowledge show different relevant relationship in the different stages.In order to promote the transmission of tacit knowledge, through research, it includes cultural support, focus on strengthening governmental organizations, cultural development and system security; organizing support, improving the organizational structure of tacit knowledge transmission, fostering a learning-governmental organizations; technical support to government organizations, including improved tacit knowledge management system, providing complete tacit knowledge management tools, technology platform and government organizations; incentives to support governmental organizations including the establishment of a sound incentive system and incentives mechanism, it ensures the interests of civil servants who are contributive to transmission of tacit knowledge and it is benefical to transferring and sharing of tacit knowledge of individual civil servants...
