In the era of knowledge economy, knowledge is the important resource ofgovernment, to improve efficiency and service level; the government must innovateknowledge constantly, improve the ability of the civil servants, and make newknowledge throughout the organization. The civil servants who have tacit knowledgeare the policy maker, but also the executor, so the government should encourage civilservants to explore potential personal ideas, intuition and inspiration, and makeeveryone become the creator of knowledge. The management of the civil servant’stacit knowledge can reduce the waste of knowledge resources, is conducive to theknowledge innovation and development of the civil servants’ individual ability, and ismeaningful to solve practical problems and emergencies better and faster.Basing on the theory of government knowledge management, this paper explicatesthe connotation, the classification, the characteristics, and the management model ofthe civil servants’ tacit knowledge. By the investigation of the civil servants in innerMongolia Chifeng government, this paper analyzes the factors impeding the tacitknowledge management of civil servants’ tacit knowledge, such as civil servants’own factors, tacit knowledge itself factors, government organization factors andpolitical culture factors. Finally, this thesis puts forward some countermeasures torealize the tacit knowledge management of civil servants, such as cultivating theconsciousness of the civil servants to share tacit knowledge, improving the level ofawareness of civil servants on the tacit knowledge theory, establishment of tacitknowledge management platform, transforming the organizational structure ofgovernment, creating the suitable external environment, setting up Shared culture. The importance of tacit knowledge management is gradually known by us, thegovernment is also beginning to draw on the achievements of tacit knowledgemanagement, but the research of civil servants’ tacit knowledge remains to be furtherstrengthened. As the tacit knowledge exists in individual minds, there are somedifficulties for the implementation of civil servants’ tacit knowledge management.Through empirical investigation, this paper puts forward the proposal for the tacitknowledge management of the civil servants, in order to further promote the fullimplementation of tacit knowledge management of civil servants.
