Borderland is a vital part of integral territory, bordarland administration is also the essential requirement of constructing a harmonious society. It is both of practical and theoretical significance to make investigation into the present administration of borderland. This dissertation puts special emphasis on the theories and practices of Chinese Communist Party's borderland administration since the foundation of People's Republic of China. The main contents are divided into eight parts by adhering to the principle of problem presentation, problem analysis and problem solving. Part one is introduction, and the remains are chapter one to chapter eight.In the introduction part, this dissertation primarily introduces the status quo of present studies on borderland administration at home and abroad. Then, based on the limitations of previous studies and the prevailing trend of present studies, this dissertation puts forward the objectives and innovations of this study for the purpose of having a thorough and detailed examination into the theories and practices of Party's borderland administration.Chapter one can be divided into two sections. The first section concentrates on discussing the definition, characteristics and classifications of borderland; the second section focuses on the analysis of the concept and the necessities of borderland administration.Chapter two makes an elaborate analysis on the theoretical resources of Party's borderland administration. This dissertation argues that Marxist materialist dialectics and the principles of historical materialism, Marxist national interest thought, Marxist theory of social development, Marxist social management theory and Marxist national theory form the theoretical basis of Chinese Communist Party's borderland administration. These thoughts or theories are of great significance in guiding the Party's borderland administration both theoretically and practically.In chapter three, this dissertation explores the feudalist dynasties'specific practices in borderland administration in the history; moreover a brief conclusion is made about the previous experiences, which will become the useful and beneficial references for Party's borderland administration.Chapter four occupies a dominant place in this dissertation, in which the main focus is on the four different historical periods that are divided according to ministerial time of four generations of collective leadership. Specifically, the emphasis is put on how each generation of collective leadership combined the borderland admonition with their respective domestic and international environment and thus obtained the distinctive strategies in borderland administration.Chapter five briefly summarizes the theoretical system of borderland administration practiced by Chinese Communist Party. According to the content, four sections are divided in this chapter. In the first section, this dissertation concludes the essential premises and cardinal guidelines of Party's borderland administration; the second section dominantly analyzes the connotations and classifications of strategies in borderland administration and the relevant influencing factors; the third section expounds on the political, economical, social and cultural objectives of borderland administration; the fourth section concludes this chapter with the historical role played by Chinese Communist Party's borderland administration theory.Chapter six draws some conclusions about the Chinese Communist Party's fundamental experiences gained from borderland administration. The basic experiences include eight pincinples, namely, unceasingly adheres to the ideological line of emancipating the mind and seeking truth from facts; always regards the national interest as the supreme political principle of borderland administration; never gives up the leadership of Chinese Communist Party and socialist orientation; upholds forever and improve the system of regional autonomy for ethnic minorities; maintain the principle that borderland is administrated by law and continue to improve the frontier defense policies and regulations; advocate putting the talent cadre training as an important part in borderland administration; unswervingly stick to the policy that the state should be of the great help and support for the borderland; always implement and expand the Party's united front.Chapter sever analyzes the challenge the Party face and reflects deeply on Party's borderland administration in the new century. It is proposed in this dissertation that the borderland will be more harmonious if we stick to eight principles in borderland administration. First, the conception of modern harmonious borderland should be included in the borderland administration. Second, the development of productivity should be established as the basic task in Party's borderland administration. Third, we should integrate the national identity with state identity. Fourth, special attention should be called to international factors. Fifth, we should take development as the paramount guideline in taking the security of defense and the development of borderland into consideration. Sixth, sea power consciousness should be enhanced in order to construct a harmonious coastal territory. Seventh, attention should be paid to people's livelihood as well as the implementation of people-benefit policy. Last but not least, talent cadres should be vigorously trained in order to lay a solid foundation for Party's organization in borderland administration.
