Field,Mobilization,Action: On Political Participation In Network Society

China has always been concerned with social stability and political participation during the time of traditionalizing. Whereas the specific system construction is lagging behind, it can not bring increasing political participation into systemization. The network society provides a platform for citizens'participation for the time being.The study on political participation has been done a lot from social construction and system recent years. Some has been carried out about collective behavior and administrative organizations. All this aims at entity society. Despite previous research the political participation in network society has hardly been touched and continued to challenge researchers, such as the nature of network society. It is widely assumed that Internet is just a baby born in the ways of changing information communication.This research makes a deep study on the nature of network society. The research sets up a three-dimensional network society, namely, cyber space, cyber relationship and cyber organization, which are transformed from traditional entity society. Hence the field is established between network space and political participation. So is the mobilization between cyber relationship and political participation and the connecting frame between cyber organization and political collective participation. Based on this conceptual analysis, the paper makes an empirical study on Case X of City P in Province A and tries to investigate the relationship between two kinds of phenomena, network society and political participation. The main contributions and new foundlings of this study are as follows:First, network society space breeds a new field for political participation. The previous study focuses on analysis, structure, feature and function of the field. This study will make a deep investigation on field's formation and procedures. The study holds that participants polymerize, mobilize and finally take collective action through the field. Therefore, the development of political participation demands a special field in society. In traditional entity society, the field gets deconstruction by nature or social conditions. Whereas the special features of network society can help to overcome such limitations and form a new cyber field, with the stimulus of publicity and sensitivity of political strategies, eventually transforming into a political participating field.Second, network society relationship can bring mobilization into political participation. Previous study has been done in a narrow sense. This research, according to characteristics of the network society, defines key mobilizations as participants. Collective action can work out as long as great deal of citizens'participating. The nature of mobilization is a kind of stimulus, encouragement, and education among groups. People's relationship and group has been the key to political participating. Network society can help to produce a new, scattered and intangible"species organism"with increasing relationship, which promotes both a game mobilization and a widespread mobilization efficiently and effectively.Third, network society organization promotes collective political participation. The previous study focuses only on the organizations in entity society. This research re-establishes the function of organization in political participation as cyber organization, which forms as a group of citizens with organizing ability and facilitates the organization operation of collective action. The study defines those action procedures with no traditional social elements which play roles in organization as organization operation. This operation collaborates and cooperates collective action via information platform in an effective way.Fourth, through a comparative analysis of network society, the study finds that the network is not only the technological instrument that the former research has emphasized, but also basically forms a new society on the base of those: the network society. So it is no longer indirectly influencing the relation of production by influencing the productivity, but directly influencing the relation of production, especially the social relations. So it has changed the life style of people and makes people interact frequently and socially , finally providing the basic field for political participation, stimulating the mobilization of political participation and forming the collective action further. So in a sense, it is necessary for political participation to happen to some extent in the network society.
