On The Risk Of Military Technology Innovation

In the 17th National Congress Report of Chinese Communist Party, the concept of"military technology innovation"(MTI) was firstly put forward and recerved wide attention. As a prominent feature, risk was used to explore MTI from the philosophical perspective. This paper mainly researches five problems concerning the risk of military technology innovation (RMTI). Fistly, the connotation of the RMTI has been discussed, which includes the definition of the RMTI, the distribution of risk in the course of MTI and the differences between the RMTI and the risk of civilian technological innovation. Secondly, the evolution of the RMTI has been discussed. According to nations'participation in MTI and their ability to bear creative risk, the historical development of the RMTI can be categarized into four phases: the gestation times, the germination times, the obvious appearing times and the significant appearing times, and the development of the military technology each phase has been illustrated. Thirdly, the classification of the RMTI has been discussed. The RMTI can be divided into three categories, including technical risk (performance risk, cost risk and schedule risk), military risk (strategic risk and tactical risk) and social risk (ethical risk, economic risk and political risk), which have been analyzed in details with specific examples. Fourthly, the reason of the RMTI has been discussed from the limitations of knowledge, the military confrontation, the game of interests and the economic constrains. Fifthly, insightful suggestions have been elementarily raised from the priciples and ways.
