Risk Control Research Of Military Technology Innovation

With the rapid development of science and technology, Modern warfare’s requirements of weaponry performance and R&D complexity of new weapon system are increasing, so that military technology innovation needs to happen in military scientific research projects. There are plenty of uncertain factor and risks during the management of military scientific research projects. In order to avoid or minimize these risks, we must try to recognize risk categories, finding the problems and seeking solutions of eliminating risks. This paper chooses US Army FCS as a case, having a research on risk control of military technology innovation.First, this paper reviews the process of FCS project from discussion to ending, summarizing the features of project development. Then it analyses major factors which cause the project with high risk, pointing out the fundamental problem exist in management system of US military scientific research projects, and states that termination and reconstitution could be a new idea of risk elimination.At last, the paper proposes several inspirations of FCS project for military technology innovation and armament R&D of China, which are: making scientific proof before project, balancing long-term development and current urgent problems, choosing technology in rational principle, improving management system of military technology innovation, adopting spiral development strategy.
