The pursuit of interests is the key motivation of the change of social system.Interests is the basis and prerequisite of the survival and advancement of humanity, andit is the process of consistently meeting humans' materialistic needs that contributes tothe transformation of societal constitution, which thus advances the development ofsociety as a whole. Historically, the changes that were added to any social system,from beginning till end, get down to the pursuit of interests. Ultimately,acknowledgement of any societal institution can be summarized as to maximize thespace of fulfilling and developing the interests. The main aim of reformingstate-owned enterprises is to acknowledge the universal relationships of interests, andto discover a mode of societal development which can better satisfy individual needsfor interests. Nevertheless, traditional planned economy system in China has long beendenying the fact that state-owned economy of socialism has different integral parts ofinterest. This type of interest relationship of socialist economy is artificially simplified,and the contradiction is marked by centralization of power, which leads to poorefficiency of economic activities. The phenomenon can be largely identified instate-owned enterprises. Thus, the fundamental goal of state-owned enterprises reformis to accept the universality of interests, and to find a systemetic model, which not onlycan serve self-interesting purpose but improve social development altogether aswell.State-owned enterprises of commercialized orientation do boost economicbenefits, but it changes the socio-economic position of enterprises employees, whichleads to changes of the employees' interests during the process of reform and results in a downward tendency of employees who are treated as a class in the social structure.This paper firstly reveals theories that are related to interest, such as theory ofsystem, of social stratification, of Marxism interest and the like. The paper involvesdiscovering disadvantages of traditional interest theories, which are mainly based onthe identification of system and units and its influence on the interest of employees. Itis believed that traditioanal interest theories are based on theories that are separatedfrom practical reality and in pursuit of ideal system, general and absolute equality. Onthe one hand, design of social system like this reflects historical disadvantages onsystem of units; on the onther hand, it shows disadvantages of economic designs,ie.,planned economy does not have an effective impact on micro-economic activity andcomplex social needs so as to fail to address the imbalance between production anddemand; cannot make proper adjustments between subjects of economic interests,which easily leads to power shortage, low efficiency,etc., thereby leading to theemergence of a series of problems. Once it is realized that the system design is tooidealistic and ahead of time, system reform cannot be avoided, through the process ofreform back to reality. The core of restructuring the state-owned enterprises, therefore,is reform and opening up,but state-owned enterprises restructuring does not necessarilymean to give up the existing maintenance of workers'rights, but to rebuild the ideal ona practical basis, so as to secure as many employees' rights as possible.In traditional to further analysis of traditional theory of interest, this paper alsocontains an empirical research on City F during a long period of 8 years (2003-2011),including 3 concentrated investigation.It is found that although in city F state-ownedenterprises restruction gradually improved, but the rights of company staff stillsuffered, and as the enterprises restruction witnessed different stages of changesworkers'rights showed different characteristics. From the scale of the sufferingemployees' rights, they present a universal feature--the workers'rights of democraticpolitical democracy, of economic compensation, of labor employment, of laborremuneration, and of labor safety and health have been damaged more severely,andcompared to other parts of the change,the problem of company worker rights appear to be more comprehensive and complicated; from the perspective of the nature ofpost-restruction of property right, in comparison to companies that are transformedinto solely state-owned or state-holding enterprises, workers'rights of the privateenterprises restructuring suffered moreï¼›in terms of the results of damage to employees'rights, City F state-owned reformed enterprises saw a large group of employees slidinginto a social ground floor,of which the 4050 unemployed or laid-off gradually fadedout from the labor marketover time, and their employment problems may seem nolonger a threat to themselves. However, due to the lack of robust social securitysystems, the individuals' survival concerns are still confronted with a difficult situation,and meanwhile, the staff numbers transit from 3040 eight years ago to the crrent 4050personnel, they are still faced with the same problems as well. Hence, meredependence on the intergenerational digestion to solve this problem is worth a secondthought.From the perspective of altering the ideology of reformed company employees,workers'psychological reliance on enterprises has significantly weakened,consciousness of preserving their legal rights gradually strengthened, and as somescholars put, the traditional industry workers are experiencing the process of reforminga social class, but even under this ideological consciousness, workers'rights have seenlittle improvements, and the role the trade union plays is quite limited .Various roots cause damage to the rights of reformed enterprises.This paperexplains on five chief levels, namely, economic resources, political resources,systemresources,organizational resources and personal resources; plus, it draws on relevantexperience of maintaining workers'rights and interests from abroad and proposesresolutions to address them.
