Changes Of China’s Administrative Supervision System Since The Reforming And Opening Up

Administrative supervision system is an important administrative system. It plays an important role in improving administrative efficiency, ameliorating the administration, building a clean government. After years of reforming and development, administrative supervision system in the fight against corruption and building a clean government has made considerable progress, forming a quite effective administrative supervision system. With the rapid development of the economic, abusing of power make the administrative supervision system facing severe challenges.Therefore, studying the processes and problems of administrative supervision system changing for improving administrative supervision system and promoting clean government has important theoretical and practical significance.This article is divided into four parts.The background significance, literature review, research methods, writing frames and the innovation of the article is introduced in the introduction section.The first part mainly introduce the administrative supervision theory and the Institutional Change Theory. This part is the theoretical basis of the article, including three aspects:administrative supervision theory, theory of institutional change, the applicability of institutional change theory for this article.The second part is changes of the administrative supervision since the reforming and opening up. It introduces the three stages of administrative supervision system:the recovery stage, the reform stage, the deepening stage. In addition, the changing of motivation, subjects and features were discussed.The problems of the changing is analyzed in the third part. Through analysis the changing of the administrative supervision since the reforming and opening up, the author summed up the four problems:value of the government and staffs, supply and demand imbalanced, mandatory changes and induced changes imbalanced, the path dependence problem.Innovative strategies for administrative supervision system is discussed in the last part. The author proposes some ideas:innovating ideas, establish the changing values of the administrative supervision system; innovating subjects, establish the changing measures of the administrative supervision system; innovating system, establish the independent administrative supervision system; innovating machine-processed, make the power in the basket of the system; innovating measure, play the effectiveness of electronic surveillance and t anti-corruption network.The innovation of the article as follow:The first is the innovation of theory. The institutional change theory is used in the article. The second is the innovation of the context. The processes and changing is the emphasis, the article is focused on the development. The third is the innovation of the view. For the innovation of the administrative supervision, the author give her own idea.
