This paper explores Japanese foreign policy dicision-making process in the post-Cold War era, with a focus on the following issues in particular:What kinds of models are suitable to analyze Japanese foreign policy dicision-making process and how to create them? What are the changes and new characteristics in Japanese foreign policy dicision-making process in the post-Cold War era?The Introduction defines the research objective and approach, and addresses what the creative and difficult points are in this paper.Chapter one deals with the theoretical discussion about Japanese foreign policy dicision-making process. Firstly it defines some concepts and words which we need to use to analyze objects in this paper. Secondly it summarizes the conceptions of international relations theories about foreign policy dicision-making process. Finally it provides three different models on Japanese foreign policy dicision-making process and advances its basic images, variables, and concepts.Chapter two deals with "Bureaucratic precedent dicision-making model", it explains the model's concepts, detailed content, and historical origin. It also conducts case analyses on "Economical Aid on the Gulf War" and "China and India's Nuclear Tests"Chapter three deals with "Political convergence dicision-making model", it explains the model's concepts, detailed content, and historical origin. It also conducts case analyses on "The UN Peace Mission Cooperation Law" and "The PKO Cooperation Law"Chapter four deals with "Prime minister dominant model", it explains the model's concepts, detailed content, and historical origin. It also conducts case analyses on "Anti-Terrorism Special Measures Law" and "Iraq Revival Support Law on Special Measures on Land for the U.S. Military"Chapter five focuses on the relationship among three different models. It discusses the conditions of each model and the possibility of some other subordinate models and mixed models. It also addresses the tendency of changes in Japanese foreign policy dicision-making process after Cold War.The Conclusion summarizes the three models in the paper and put some criticism on the new tendency of Japanese foreign policy dicision-making process. Finally it mentions some inspirations for policies and the need of further study.
