Interests Of Rural Village Reconstruction Process Is Divided With The Continuation Of Research

A lot of agricultural population and backward development of social economy are the fundamental realities of our country. The development target of constructing a well-off society depends on whether we can accomplish economic boom, perfect facilities, beautiful surroundings and harmony in the countryside. However, in the new rural construction, under the pretext of urbanization and improving rural environment, many local governments have launched movements such as "large community","ten thousands people community" and "village transforming community", which causes many peasants" being forced upstairs. Peasants' life style has being changed. Even some of them have huge debts for this. By contrast, local governments turn cultivated land into land for construction use and get much profit. Local governments have achieved the most in village reconstruction. However, as the subject in the large community construction, the peasants' interest is short of security. So it is important to research theoretically the division of interest and subsequent questions in the village reconstruction.We take the large community construction in Jining rural area as an example by participant observation, questionnaire survey and interviewing method. Combining theory with case, qualitative analysis with quantitative analysis, multiplying many subjects, we analyze the background, cause of the large community construction, and point out the division of interest and subsequent questions in the village reconstruction. Using overseas experiences, combining rural reality, we give the following suggestions about the protection of peasants'rights. On the one hand, we should perfect the collective land property right, clear the rural land property rights, strengthen legal protection, ensure that peasants own enough land rights, and then the peasants can benefit from the village reconstruction. On the other hand, we should ensure that the peasants can participate in and even dominate the division of interest in the village reconstruction. This needs that we perfect the villagers'autonomy, realize the independence of the villagers'autonomy organization. So the villagers'autonomy organization can protect the peasants'right and village committee can represent the peasants'right in the negotiation with others such as local governments. In other words, the protection of peasants'right in the village reconstruction needs more perfection about the relationship between local governments and villagers'autonomy organization, and needs more perfection about key link of villagers' autonomy: democratic deliberation, democratic management and democratic supervision.The paper includes six parts.The first part is the introduction. It includes the reason and meaning of the paper, study situation, the theory and the method, the framework and innovation of the paper. The second part includes the general situation of Jining rural economy and society, the large community construction. We observe and describe the villages before construction, the construction and conditions of peasants in the large community.The third part gives the reasons that why the local governments promote the rural large community construction. We analyze the relevant elements of rural large community construction:land finance, development patterns, GDP worship and the cadre mechanism.In the fourth part, we take the large community construction as an example, and then investigate the division of interest in village reconstruction. We analyze the benefit distribution between local governments and peasants and communities in the large community construction. We point out the subsequent questions in village reconstruction:peasants' production and life in large communities, community public service and rural cultural preservation and heritage.The fifth part includes the purpose of the paper. It focuses on the rights guarantee of peasants in village reconstruction. We share the experience of rural community abroad and point out the institutional guarantee of village reconstruction:perfecting villagers' autonomy, guaranteeing the participation and domination of the peasant in the village reconstruction, ensuring that the villagers' autonomy organization be the protection subject of the peasants' interest. The sixth part is a conclusion of the paper. It summarizes the study and points out that village construction no only matters the economy interest and life style of the peasant, but also affects the sustainable development of the rural society. In the large community construction, as the stakeholders of the movement, the peasant should be the subject of the reformation. So the rural large community construction must depend on the community and its member, respect the opinion of the community member, gain the support and participation of the member, expand the public foundation, and emphasize the subjective position of the community member in the village reconstruction.
