He pointed out:from the angle of the party and the country’s comprehensive development, the building of new socialist countryside is a important historic task on the basis of our party’s profound analysis of the current international and domestic situations and a comprehensive grasp of China’s economic and social development stage features. To bulid a well-off society in an all-round way.the key point is the rural. speeding up modernization, we must properly handle the Problems about Agriculture, Ruralareas and Peasantry, which requires us from the strategic position of buliding a well-off society in an all-round way and creating a new situation in the Chinese-style socialism,we should have a profound understanding of building a new socialist countryside’s significance.The establishment of strategic objective to building a new socialist countryside, create an unprecedented development opportunities for rural areas and farmers. However, the building of new socialist countryside must be having a rank of effective grassroots government officials to lead the implementation. New rural reconstruction also needs a contingent of high-caliber leading cadres. Aspirations and demands of the farmers convey to the government through the grassroots village officials, the central government’s policies publicize and put into effect further by the village cadres too. They preserve and represent the interests of the peasants, shoulder heavy responsibilities to develop the rural economic, political, cultural and to lead the peasants get rich. Fundamentally speaking, the new rural construction is the duty of grassroots cadres, whose sense of responsibility and work influence the implementation of policies greatly. Usually we hear that village caders are under the comman people’s noses.so their slight behaviors reflects the Party’s image in a large extant.The rural grassroots cadres as the most frequent, most direct, most specific organizers in three civilization construction in rural.their ability affect directly the process of new rural reconstruction and the success or failure. Therefore,enhancing the construction and management in rural grass-roots cadres.there will be an active influence on the process of new rural reconstruction.This paper conbines empirical research and literature study. From discussing the functions and the roles of village caders. I analyse the village caders’important effect on the process of new rural reconstruction.Then through the analysis on enhancing the construction and management in village caders in Gaochun County Nanjing city, summarized some of the key issues in practice of the construction and management, from the way of village cadre selection and appointment, training, daily management, ensure, supervision and constraint.analyse the problem’s deep-seated reasons and propose to some policies about strengthening the construction and management of the village cadres.
