The rural civil organizations are nonprofit social organizations that farmers under the voluntary participation premise take independent management and self-service as the principles, and also including those folk organizations that under government's support. These rural civil organizations take farmers as the main body and mainly satisfy these farmers'benefit. According to the difference of service contents, we can divide the rural civil organizations in China into the following types:the political organizations, the economic organizations and the social service and cultural public welfare organizations. This article tries to analyze the influence of rural civil organizations to the pattern of village governess.The village F is a famous eco-tourism village in the city of L in Shandong province. This article takes the village F as the investigate base, and examines the extant civil organizations in this village, and outlines the relations between these civil organizations, then simply elaborates the operational mechanism and functions of these civil organizations. Then the article analyzes the relations of the committee of villagers and other rural civil organizations in village F, namely attached relation, cooperative and supervises relation. After that, it summarizes characteristics of these civil organizations, mainly including the following characteristics, governmental leading, voluntary, autonomy and public welfare. Then this article analyses the concrete reasons that these organizations produce in village F, including the development of socialist market economy, the influence of self-administration system that carried out in rural, the support of family joint production contract management system, and also farmers'psychological demands. In a word, the civil organizations in village F produce and develop increase under the influence of series of inside and outside factors combined actions.The article takes the civil organizations in village F as the diagnosis case, to analyze the positive influence of these organizations to the village governess, mainly including five aspects: First, the rural civil organizations advance the construction of rural material civilization; Second, These organizations promote the rural democratization process; Third, these organizations safeguard farmer's legitimate rights and interests; Fourth, these organizations promote the rural ecology civilization construction; Fifth, these organizations promote the new harmonious rural reconstruction. Meanwhile, these rural civil organizations also have negative effects on the village governess:the independence is relatively weak, the talented person is deficient, the farmer percentage participating is low, cooperates not fully Overall, the positive effects of the rural civil organizations on the village governess are larger than its negative effects.The last part of this article discusses the measures that can enable the rural civil organizations to display more great positive influence on the village governess, mainly included the following several aspects:First, straighten out the relations of the villagers committee and other rural civil organizations; Second, positively train and introduce talented person to these organizations in order to strengthen their own ability construction; Third, enlarge the propaganda dynamics, and initiate more farmers to participate positively in the rural civil organizations; Fourth, enlarge the interflow and cooperation between various rural civil organizations.
