Since the founding of the People Republic of China, especially after the Third Plenary Session of the Central Committee of the Chinese Communist Party, China township enterprises have loomed to existence and prospered. This remarkable achievement has made township enterprises a dominating force in the development of economy in the country. However, with the establishment and gradual improvement of China socialist market economy system, various kinds of problems have come face to face with township enterprises. How to solve these problems and achieve a second breakthrough has now become an important subject of theoretical studies. By following the principle of combining theory and practice and adopting such methods as historical analysis and positivist analysis, this dissertation gives a systematic and an overall study of the township enterprises from the perspective of capital management and attempts to illustrate that capital management can be a way for township enterprises to solve their present problems. This dissertation is in three parts: Part One: Introduction Township enterprises have made tremendous contribution to the economic development in the country and are now playing a significant role in China national economy. But serious problems are preventing their further development. The reasons are mainly as follows: first, township enterprises are mostly in downstream fields and concentrate on the processing of a few limited products; second, township enterprises don operate by conforming to standard practices; third, they have comparatively low profit making ability; fourth, the management control is conducted on an extensive basis. And the changes in the operating environment, in economic policy and in funding are also among the reasons. Thus it is argued that capital management is a fundamental and complete solution to the problems now facing township enterprises. Part Two: Analysis of the Function of Capital Management in Township Enterprises The nature of capital management is to make greater profits or to increase the amount of capital by transaction or by using it to invest. But township enterprises have their own characteristics in their capital composition and capital management: first, the stock capital of township enterprises is from non governmental investments because peasants are the main investors and main proprietors of township enterprises; second, in undertaking capital management, township enterprises should keep playing the role of promoting and helping the development of agriculture or revert to this due role because transferred earnings from local communities in the country are included in the added capital; third, it is more urgent for township enterprises than fot firms inthe' city to undertake capital management; fOurth, capitalmanagement in town8hip enterpri8es will be greatly affected bythat in city firms just as demonstrated in the development oftownship enterpri8esI fina1ly, capita1 management in townshipenterprises has to be conducted in relation to the overalldeveloPment of town8 8o as to facilitate a better layout of townshipenterpri8es.'
