Research On The System Of Information Management And Consultation Support To SME's Business

The information researchers in foreign countries began the study at the metaphase of 1970s, but not until the end of 1990s did they begin to study the Information Management and consultation as Support to the SME's Business from the national information management strategy point of view. Our country began to study it at the middle of 1980s, which was not taken serious by the country until the emerging of international research corporations.The author traced the trend of supporting the small and middle size enterprises information management issues, and began early to introduce the foreign research method on this issue to China from the national aspect. This dissertation absorbed both merits of the researchers in economy and information that took the building of the system of small and middle size enterprises information management and reference service and networking as cross-discipline subjects. It may e the first innovation. The second innovation is to use the theory and method that combines bibliometrics and information analysis and to study the previous achievement with a quantitative analysis. The third innovation is to use the method with which people in library and information science research and develop the current information service system based on networks. It widens the research thinking.Putting the small and middle size enterprises information needs as the beginning, the author processed and analyzed the data which the authentic institutes surveyed deeply, which resulted in the relationship between small and middle size enterprises and information needs. By reviewing different countries' supporting small and middle size enterprises information management and reference service systems. They are very important to build the information management and reference service system to support small and middle-size enterprises in our country.Then The author pointed out that in any country, the supporting system could be sorted into financing, innovation, exporting, and information management to support small and middle-sized enterprises, and he analyzed small and middle size enterprises' information system, information management and reference theoretically.Finally, the author gave some pieces of advice concerning accelerating to building a network system to support small and middle size enterprises' information management and reference service.
