With the development of management, employers come to know that the "human" is the most important resource of the business. However, the promotion is most complex problem in encourage the psychology of employees in business. Now, The domestic documents which study the OE enterprise referring to the foreign thesis and lack the theory of the middle-small enterprise, especially lack the study about the promotion theory of quantity study. Therefore, based on the practice of HRM in middle-small enterprises in Chongqing and the demonstrational analysis, this thesis finds the promotion problem in the middle-small enterprises. The last, the thesis gives the promotion solutions. Based on the scientific methods of society investigation, the thesis studied the above problems and gives the conclusion. The principle advantage of the promotion system in middle-small enterprise is that the employer put more care on employees; The principle weakness are that the system building of employee promotion need to be promote and to be strengthen the Scientifics. The working activity for employees in middle-small private enterprise need to be strengthen. The factors which affect the employee working activity are: the humanity value of employers ; the payment system; the performance evaluation and the development of enterprises. The order of the needs which are from strong to weak is: Safety and Security Needs, Esteem and Status Needs, Belonging and Social Needs, Physiological Needs, Self-Actualization and Fulfillment Needs. The three working motives of employees are: to be self-actualization and fulfillment, to be recognized, exert its ability and to be promotion.
