Study Of The Advanced Nature Of The Party In Power

Being advanced is always the fundamental prerequisite for a Marxist party to exist and develop and the fundamental precondition for the party to win the confidence and support from the greatest majority of the masses as well. However, under the historical condition of being in power, almost every Marxist party has made big mistakes in this issue, which is the direct reason for those Marxist parties like the former Soviet Communist Party to lose power and disintegrate on their own sake. The key reason lies with the incorrect understanding of being advanced, let alone make it realized in practice under the condition of being in power. This paper tries to give a new explanation of being advanced for a Marxist party in power at an angle of orienting the role of Marxist parties in the development of the society by taking Three Represents as the guide (the CPC can always meet the developing requirements of the advanced productivity, follow the tendency of the advanced culture and represent the interests of the most majority of the masses) and standing from the commanding height of historical materialism. On this basis, the paper is divided into five chapters to analyze what is the issue of being advanced for a party and why a party in power should keep and effectuate its advancedness and how a party achieves its goal of being advanced when it holds power. Chapter One tries to define what is the issue of being advanced for a ruling party. In order to make it being based on scientific research, the paper advocates that the issue of being advanced should be tackled from its functions from the point of historical materialism. The paper argues whether a party is advanced or not is dependent on its functions and on its realized values in the course of the development of human society. The essential measurement of being advanced for a party is whether what a party has advocated and has done go with the tide of historical development and conform to social progress. Starting from this view, the paper points out that the essence of a party's being advanced is that the party can always stand at the fore of the age, which is embodied in Three Represents. In order to make it come true, the party should meet the following requirements: working class as its class basis, Marxism as its ideological basis, the advanced elements from working and other circles of society as its membership basis and democratic dictatorship as the basis of its system. Chapter Two mainly discusses the reason of effectuating the advanced ness for a party in power. Through the analysis of common and specific characteristics of Marxist parties, the paper analyzes the importance of this issue in the following three aspects. Theoretically, being advanced is the main basis for a Marxist party to be existent and developing, is the cardinal precondition for it to enforce its leadership and the logical end-result of its self-construction. Therefore, the foundation for a party to be legitimate lies in being advanced and making it effectuated. Historically, since Marxist parties came into power in the world, those parties like that in the former Soviet Union failed in realizing the importance of being advanced and resulted in losing the power. On the contrary, some parties such as CPC experienced a new life like a phoenix from the ashes. The history has indicated that keeping and effectuating the advancedness is a good lesson from its self-building practices in power. Contemporarily, at the beginning of this new century, our party is facing many new challenges under new conditions. Great changes have been seen both at home and abroad. International change results from the end of Cold War, economic development and advancement of science and technology; while the change at home comes from the deepening of reform and open to the outside world and the development of socialist market economy.
