Using modern productivity theory and methods for efficiency and comparative advantage analysis, this study proposes a theoretical framework on efficiency analysis and comparative advantage . Within this framework, efficiency changes and regional comparative advantage of China's major oil-bearing crops are intensively analyzed. Further more, challenge and comparative advantage of China oil-bearing crops are discussed under the condition of China's entry into the WTO.Chapter 2 reviews the production and consumption of edible oil in China. Although the production of the oil crops has been increasing since the beginning of 1990s, the total outputs growth still lagged behind that of demands, to which the high growth rate of the population and economy led. And the present gap keeps widening now.Chapter 3 analyzes the cost and return of production for three major oil crops梥oybean, rapeseed and peanut. From 1993 to 1998, for all three crops, the increase of input cost is faster than increase of value of output, which has led the profit decreased. Among which, the profit of the rapeseed is acceding to zero, and the decrease rate of net profit of peanut is higher than that of the others, which with an average decrease rate of is about 36%. Investigating from the component of the cost, the expenditure of the labor share about 60% in the total cost.In Chapter 4, by using the method of econometrical, the Technical Efficiency (TE), the resources Allocation Efficiency (AE) and Economy Efficiency (EE) are calculated for each major province from 1993 to 1998. The result shows that, the efficiency of each oil crops in every province is different. The technical efficiency remains at a high level except soybean. But the loss of the AE and EE is very serious. There is significant regional difference of TE in different areas. The East region kept its constant superiority in comparison to the Middle and West Region.In chapter 5, based on the theory of comparative advantage, the measurement of aggregated advantage coefficient are being made. The result shows that, due to the regional differences of climate, soil and other natural condition, the level of economic development, the level of technologydevelopment, there is a significant difference of comparative advantage. Northeast and North China have comparative advantage of the production of soybean; Yun and Gui Plateau have comparative advantage of rapeseed; Shandong, Henan, Hebei, Niaoning, Fujian, provinces have comparative advantage of producing peanut. The regional comparative advantage is influenced by many different reasons. Not only technical efficiency, but also scale advantage and benefit advantage contribute to it. Therefore it is suggested to emphasize on those three aspects in order to raise the level of comparative advantage.In chapter 6, we discuss the situation of global edible oil demand and supply as well as the trend of China's oil crops production taken account of influence of China's accession to the WTO.In the last chapter, some general conclusion is being made.
