| Reviewing the trend from domestic market and international market, it is urgent to adjust economic structure strategically. Among the adjustment of industrial structure, one of important impetus is technical innovation. The change of innovative technique relevancy decides the change of industrial relevancy. Technical innovation alters appearance of traditional industry essentially, and makes industrial structure radically change. Lifecycle of technical innovation decides industrial flourish and decay. Technical innovation stimulates demand structure to change, and so changes industrial structure. But the actuality of technical innovation restricts the advance of industrial structure. How to impel industrial structure through technical innovation? On the one hand, based on the realistic situation of China and transform of international industry, our country is suitable for imitational innovation, and is gradually realizing collaborative innovation and independent innovation; on the other hand, we should construct the system of self-contained national innovation policy, which physically includes following approaches: strengthen on cooperation among production, teaching and scientific research; construct innovation system enterprise-oriented; play importance on configuration of innovation resources to keep harmony among basis research, applying research and development research; set up economic mechanism which helps to spread or apply scientific production; cultivate social service system faced on market.
