A Study On The Theoretical Model And The Development Of The Innovation Network Of A High-Tech Industrial Zone---the Case Of The Innovation Network Of Luoyang High-Tech Industrial Zone

In an area, the local behavior subjects, such as university enterprise, scientificresearch institution and government etc. form a network system among them that canenhance the regional innovation capacity based on their formal or non-formalcooperation and exchange of long period. The network system is called the regionalinnovation network. At present, the study on the theoretical model of the innovationnetwork of a high-tech industrial zone is less in our country and the scholars haven't putforward a clear outline of the innovation network of a high-tech industrial zone. Inaddition, the thoroughgoing study on the development of the innovation network of ahigh-tech industrial zone is less either. So this paper will emphatically explore thetheoretical model and the development of the innovation network of a high-techindustrial zone based on the research achievement of other scholars. After a detail study,the following knowledge is obtained.First, the theoretical model of the innovation network of a high-tech industrial zoneconsists of five parts: the boundary,behavior subjects, resources, network contacts andthe working mechanism. Strictly said, the boundary of the innovation network of ahigh-tech industrial zone should be the boundary of the region that behavior subjects ofits innovation network in a high-tech industrial zone and the universities and thescientific research institutions that have close contact with enterprises of a high-techindustrial zone in the city on which the high-tech industrial zone depends occupy. Butconsidering the convenience of the research, the author thinks that the boundary of theinnovation network of a high-tech industrial zone is the boundary of the region that thehigh-tech industrial zone and the universities and the scientific research institutions thathave close contact with enterprises of a high-tech industrial zone in the city on which ahigh-tech industrial zone depends occupy. Behavior subjects mainly include enterprises,universities and scientific research institutions and a government. Not only do they eachact on the working process of the innovation network of a high-tech industrial zone, butalso they each take positive measures to promote the perfection of the innovationnetwork of a High-Tech network. Behavior subjects can gradually change into neworganizations adapting to the network environment and possess some newcharacteristics. The quantitative and qualititative condition of material resources, hUxnanresources, teclmical resources and information resources has a direct effect on theoperation and the perfection of the Whole innovation network. Of these resources,hUInan resources and technical resources are especially imPortan. Network colltatshave many kinds of fOrms and each form has different contact contellt. By netWrkcontacts among them, behavior subjects can exchange their resources and thecoordinative effect can emerge arnong them. At last, many technical innovationactivities can emerge. The govenunellt, enterprises, universities and scielltific researchinstitulions are all confronted with some problems that they can't overcome alone intheir development process, so they must cooperate with other behavior subects. Thisleads to the emergence of network contacts. The operation and the perfection of theirmovation network of a high-tech industrial zone is mainly adjusted by the marketmechanism. The govenunent adustment mechanism also has an effect on the operationand the perfection of the innovation network of a high-tech industrial zone and it mustfollow the market mechanism.Second, the sustaining conditions affecting the developmellt of each part of theinnovation netwOrk of a high-tech industrial zone is called the development platform ofthe irmovation network of a high-tech industrial zone.
