Research On Planning & Evaluating Method For Track Traffic Under China's Sustainable Development Strategy

The development of modern track traffic has a very important far-reaching significance in China's sustainable development strategy facing 21st century . It is the important aspect for exploring planning & evaluating method for track traffic to realize economy and environment and traffic coordinative development according sustainable development .It has an active meaning to advance track traffic technology and realize track traffic's sustainable development strategy for research on planning & evaluating method for track traffic. It has an important meaning to guidance planning & evaluating for track traffic as an idea. The thesis works on planning & evaluating method for track traffic under sustainable development strategy.The thesis study some basic problems of planning & evaluating method for track traffic in the process of putting sustainable development strategy in practice combining on the practice based on scientific research the author presided and participated , and the study of production at home and abroad. The thesis stresses the study of evaluating method system for track traffic planning and environment strategy ,further more, verifies the effect of the method and models with empirical studies . The corresponding application software is realized to provides information service and decision-making support to track traffic planning for putting theory into practice.Some basic problems of planning & evaluating method for track traffic under sustainable development strategy are solved both in theory and practice. Technical supports are supplied in the stages of planning & evaluation for track traffic involving sustainable development. Summaries and main creative points presented in the thesis are followed:(1) The changes of track traffic planning objects caused by the concept of sustainable development are analyzed based retracing the background and progress of sustainable development and discussing the relationship between track traffic and sustainable development.(2) The thesis studies the theories &methods of track traffic planning optimal decision making system and analyzes inherent mechanism and thinking process of track traffic planning optimal decision-making ,and puts forward its own suggestions. A series of new theories & methods is established. Finally, the development tendency is offered.(3) The thesis advances such schemes of track traffic as AHP, TOPSIS, GREY and improved ELECTRE decision making model, thus raising two new methods-Re-improved ELECTRE and the combination method. Based on the six decision making models mentioned above, the thesis sets up track traffic planning optimal decision making analysis system.(4) A new concept -EIA comprehensive evaluation for railway location is advanced, and the method of EIA comprehensive evaluation for railway location is put forward. Also its application software is introduced.(5) Aiming at the requirements for Loan Items of International Finance Organizations, methods and models applied in railway planning project SEEIA are studied too .The research results proved in the thesis help to enrich the theories & methods of railway EIA in China.(6) The thesis analyzes and summarizes production and existing problems of the urban mass transit, studies theories &methods of urban mass transit network planning and according to the analysis of properties of decision-making of urban mass transit network planning, thethesis advances the appraizal model of urban mass transit network planning by applying the principle of multiobjectives decision-making. Also the thesis establishes an overall evaluation index system of urban rail transit network planning, meanwhile the thesis sets up the calculation model of the weight of index of urban rail transit network planning decision making, and based on the decision making model mentioned above, the thesis sets up the decision making analysis system of urban mass transit network planning and its application software is introduced.
