With further development of social economics, people expect higher on urban road transportation system (mainly consists of vehicles, facilities, and running control). They adopt various proactive measures so as to improve service level, while realization of the goal to a great extent depends on the level of urban road transportation planning. On account of deficiencies in old planning methods and guidelines, new planning thoughts and ways is crucial to further urban transportation system development. Since 1990s, people around the world attach more importance to sustainable development, so to sustainable development in urban transportation system. There exist close relationships among transportation system, urban social-economic system, ecological environment system, resource system and land use planning. Therefore transportation planning holds significant position in urban planning even in national economic development strategy planning. Under the guidance of sustainable development, to strengthen coordination with other systems, to perfect planning methods, the ultimate goal of transportation system is to acquire coordination, co-development among transportation, environment, ecology, resource and social-economic, while not simply to increase supplies, to induce demand. When sustainable development planning as the guideline, people can not only make more room for transportation construction, but well coordinate interactions among urban active systems, so provide a feasible solution to deal with those complicated relations between transportation, environment and land use. On the other hand, to make current planning methods adaptable to sustainable development, people do further research on the whole planning process in order to promote cooperation between methods and goals. Therefore, the dissertation does profound and detailed research on the three aspects of reliability of road network, traffic volume allocation, and system assessment, which is helpful in making more scientific, sensible urban road transportation planning. Following is the main research work and research conclusions. The dissertation first looks back on the history of urban transportation planning domestic and abroad, then describes those common problems, pointing out the necessity of sustainable development and schemes planning frame. Three techniques are discussed concerning planning, facility and monitoring. The first technique is reliability of road network property analysis.
