Forestry investment project will bring the quantity and quality changes of forest resources which can bridge both economic development and environmental protection at the urgent situations of ecological environmental problems in the world. Environmental impact value assessment of forestry project will offer more useful information for scientific decision-making of forestry project, and is an important and key tache to embody and carry through the sustainable development, and is significant in theory and in practice to study on environmental impact value assessment of forestry project.The basic method applied by environmental impact value assessment of forestry project is the environmental benefit and environmental cost analysis. The environmental benefit and environmental cost valuing is that a new way and the universal ways are used to calculate environmental shadow price. The new way, i.e. timber demand curve amend method (TDCAM), is designed formerly and improved in this paper by author; The universal ways are both forest resources environmental effects appraisal method (FREEAM) and contingent value method (CVM).This paper induces and categorizes environmental benefit and cost according to people's existing understand of forest resources ecological functions and environment impacts caused by changes of forest resources after project is put into practice.This paper has an analysis in theory and case study of FREEVM and CVM, and introduces the environmental shadow price calculated by applying the two methods to environmental impact value assessment of forestry project.The core content and the most characteristic in the paper is that Timber demand curve amend method (TDCAM) is designed and advanced to calculate environmental shadow price. TACAM buildups a concise and clear frame model of economic and environmental theory analysis. This model is applied not only to assess environmental impact value of forestry project, but also to analyze forestry environmental and economic policies.The main conclusions are that:(1) It is feasible to carry out environmental impact value assessment of forestry investment project by using methods and technologies.(2) To analyze five main factors which affect the valuation index of environmental impact value assessment of forestry investment project, and among the five factors, shadow price is the most crucial and complicated.(3) The results have a differential when applying existing methods to appraise environmental impact value of forestry investment project.(4) The application of FREEAM can be concluded as three steps functions of middle effect and last effect of environmental impact as well as monetary valuing. The application of FREEAM is only valid when the last effect of environmental impact can be identified, but recently FREEAM can not be applied normatively, and is expected to advance for acquiring scientific results.(5) Study of CVM shows that the WTP are on the low side, although the WTP reflects the basic trend that respondents are able to answer the WTP correspond to the changes of ecological environment, if a large amount of samples are collected at the existing condition in our country.(6) The design principle of TDCAM is that the marginal value of consuming environmental public goods of forest resources, i.e. environmental shadow price, can be acquired by using environmental demand curve which is induced by timber demand curve, or replaced by the opportunity cost given up timber benefits.(7) TDCAM has many advantages which are careful logic induce, concise and easy use, objective data source, less investigate expense etc. To apply the model of assessing environmental impact value of forest resources can acquire scientific and rational answers for project decision-making and policies analysis.
