Communicuiion competence of enterprise manager (CCEM) is one of the important qualities that a manager n. ist possess. It becomes even n.ore important to the management performance with the interpem ration of members with differei t cultures in nowadays economic globalization. The research of communication competence of a nagem* nt in enterprise, therefore, is of great significance. Most of the previous studies al 3ut communication competence (CC) have concentrated on the structure of interpersonal communication competence (ICC), the construction of which is characterized by the plane and stati; piling as well as the lack of the study of the relationship among factors, without the diusioi. of administrative levels. All these result in an undefined relationship between factors. Tlu mea-; irement of ICC adopts the method of CatteH's root traits i cross situation and content, lacking he aiming of the target and typicality of the measurement situation. Most of the studies on management communication competence (MCC) are available jnly in books and the experiment i- udies, which are very rare, are not systematic. This phenomenon can be accounted for the lack c :' guidance provided by theories of higher level. Many studies on the forecasting function of ( 3EM have concentrated on the indicators of individual achievei icnts instead of organizational;, .hievement.This study, guided by scientific system theoi y and Piaget's structure theory, aims at resolving the following three problems: the first is to construct a structure of CCEM of multi-levels and multi-dimensions and proof of CCEM by experiment. The difference bet ween the construction suggested in this study and those existing is that in this study, we const ut two components of CCEM directed against manager; in enterprise as ICC and MCC and hold that they are of hierarchical relation and demonsti ate this in way of experiment. The re uilt of this study may enhance the development of comp ;tence measure. Furthermore, our construction of the structure of ICC and MCC is based on the ft action of psychology according to the unification idea between structure and function, namely mai y dimensions of the function structure. The structures embody the interacting relationship among the factors as well as between the factors and the situation. Being a breakthrough of the analysis of t attell' static state, this way of construction may become the trend of constructing structure t f con >etence. The second is to explore the transformation rule between components of CC so tha the ychology disciplinarian of CC car. be revealed and the theory be enrichsd. The third is n explore the CC on manager's achievement. The study on personal achievement forecast fun< tion -all enrich the function theory of CC, and the study on CC- organization achievement wil fill in the gaps. Comprehensively ef borating the structure thought of CCEM, the study is an attempt arid utilization of system theory and structure theory in the field of the study m CC. Such syste tatic study in terms of component , inner principles aswell as the outer forecast function is rare in the previous studies. This study is of great theoretical significance. These achievements in this research can serve as an important measure tool for selecting, training, evaluating and promoting the employees in enterprise, contributing to the matching between employees an t task and the decrease of the waste of talents. Therefore, this study also has great practical significance.Taking managers in enterpri; e as participants, this research has collected data via interviews, open questions, importance hierai :hical evaluation as well as close questionnaires of the behavior types and of hierarchica evaluativn. Forecast analyses and item modification of the questionnaires have been conducted from vari< us angles in terms of factors analyses, test factors analyses, relationship analyses, diligence cst and item analyses to secure a high reliability and validity.
