Policy Implications For Upgrading Of Competence Of Agricultural Sci & Tech Enterprises In Tianjin

Agricultural Sci&Tech enterprise was bora with the reform on China's scientific and technology system. During the past decades, it is growing to be more matured and competitive. But its contribution to agricultural economic development has not reached its peak through investigating in Tianjin! Especially facing more severe competition from domestic and international market, it turns out to be very necessary to research the issue competence of Agricultural Sci&Tech enterprise.This Paper firstly analyses some problems about knowing Agricultural Sci&Tech enterprise. Such as its concept, characteristics and classification. This paper will analyze the five advantages by method of qualifying. They are advantage of scientific and technology, advantage of policy, advantage of resource scale, advantage of region, advantage of reputation. And it will analyze eight disadvantages. They are problem of positioning, old management system, obsolete management measure, insufficient investment on R&D, low industrialization, unclear ownership, lack of product marketing strategy and shortage of talents. Furthermore, it also analyzes the real case of Tianjin Kernel Cucumber research Institute by way of typical case survey. It is found that these disadvantages have eliminated the competence of Tianjin Agricultural Sci&Tech enterprise. Thereby, adopting knowledge of Management theory, this research proposed four respective improvement measures-establishment of modem enterprise system, management innovation, scientific and technology innovation and building of company culture. Finally, it made suggestions on how to improve the competence of Tianjin Agricultural Sci&Tech enterprise by evaluating its current position and future trend.
