Science and technology are the first productivity. This has been proved by the important effect of improving rate of production and social productivity of the recent 200years historical science and technology revolutions. Since recent years, the degree of thinking highly of science and technology of our country is growing with each passing day. The science and technology inputs of government are increasing continuatively.The important status and basic characteristic of science and technology make government must intervene the science and technology occupation, but this doesn't mean that government should intervene the whole of science and technology occupation. Clearly defining the intervening scope of government is the prerequisite of producing a marked effect in promoting advancement of science and technology of government.The national development strategy of science and technology is the macro-display style. The development strategy of science and technology determine the total and structure of government inputs.
