he strategy of the Great DevWith the implement of telopment of China's West, the center of China's modernization construction has been moved westwards. The West regions of China consists of 12 provinces, autonomous regions as well as the cities directly under the jurisdiction of the central government with an area of 6.85 million square kilometers and a population of 364.47 million , which respectfully mean 71.4 percent of the total area and 28 percent of the total population of China. The Great Development of China's West, a great undertaking which is of importance to the general complexion and attracts the attention of the whole world, not only has a vital meaning to the economy of China but also will be the key measures to the survival and development of the Chinese Nation in the future. It can reduce the increasing acute developing gap especially the long-existed un-equilibrium of the cultural development between the East and West of China and therefore realize the coordinative development of the economy. It can also mobilize and integrate the various resources advantages of the whole country to the utmost and widen the developing space of the national economy and therefore enable the people of the West, as the people of the East, to enjoy a life with stable and persisting political policies, growing prosperous economy, co-prosperity and increasing developing society.Human resources, especially the talents who master the modern science and technology have a vital meaning to the development of the economy. Therefore, the basis of the Great Development of China's West locates in the development of the human resources, which is the prime mover and the basic measures of the realization of the modernization of China's West as well as the key guarantee of pushing the economic development of the West forwards.This paper consists of six parts. The first part discourses upon human resources as the prime mover of the Great Development of China's West. It theoretically sets forth that the Information Economy Epoch has raised new requirements for human resources and stresses that human resources are the prime resource in the development of the economy of China's West. For this reason the development of human resources, which means a lot to the Great Development of China's West, should be placed in a privileged position. The second part presents the background of the development of human resources in the West of China . By detailedly analyzing the quantity, the various indexes of population increase and the age structure of the population, it generalize the essential statue of the quantity as well as the quality features and the condition of utilization of the human resources in the West of China. The third part focus on the introduction of the experiences of human resources development in some developed countries such as the United States, Germany, Japan and Singapore as well as some developed areas in China such as Jiangsu, Zhejiang and Guangdong province and the enlighteners of these experiences to the human resources development of the West of China. The fourth part aims at discussing the root of human resources development is the gradual improvement of human resource quality through education.We should achieve the improvement of the quality of human resources of the West of China as a whole through various forms of compulsory education. The fifth part discourses on pushing forwards the "sofe" displacement of the surplus labor forces in the countryside of the West by developing human resources there and sets forth the new arguments and its evidences of the classification of the surplus labor forces in the countryside of the West; And through the qualitative and quantitative analysis of these surplus labor forces , the author brings forwards a double-track approach of developing the industrialization of the agriculture of the West and accelerating the local replacement of the surplus labor forces in the countryside ,at the meantime establishing a government-guided and market-oriented coordinative mechanism...
