Inland water transportation plays an important role in our country's society and economy as well as in our multi-modal transportation system. But, compared with other kinds of transports, it is in a backward state of development. At the same time, the further reform of the management system of inland water transportation demands the administrative authorities of inland water transportation in various levels' governments to transform the governmental functions from direct management in the past to comprehensive plan and control in an indirect way. Inland water transportation plan is something to decide its development in the whole and in a long time. Therefore, it is important to study deeply the theory and the methodology of inland water transportation planning and to explore the planning system of inland water transportation and the contents of its plans in new circumstances so as to promote the transformation of governmental functions and to accelerate the development of inland water transportation.This article has analyzed the current national and international planning system of shipping and has pointed out the main problems that exist in the planning of shipping such as unsystematic planning, incompletion in the planning and the necessity of restructuring the planning management mechanism and so on.Next, the article has inspected the planning process for inland water transportation from the planning subject and its characteristics, from the planning phases and its space in narrow sense, from the planning of timing and its objects etc. and has put forward a concept of multi-dimensional space for this planning (the planning space in broad sense) for inland water transportation. The inland water transportation planning is categorized in accordance with different features of the variation of all these key multi-dimensional planning elements and development strategy, layout plans, master plans, the five-year plans and annual plans are now in place following the mainline of phasedplanning features by the order from abstract (orientation) to concrete (maneuverability), from macro to micro, and from long-term to short-term. The structure of planning is studied according to the different planning features to form a new planning system for inland water transportation and logical relationships among all branches of planning are explored.Then, the article has described the main contents of shipping development strategies, layout plans, master plans as well as shoreline plans. Shoreline planning is a new concept proposed in the thesis from the point of view of resources' management. Shoreline plan is the one for all the shorelines of the whole river, the one with a marginal characteristic of multi-subjects involving river shipping, utilization of water resource and development of city, and the link for the combination of river shipping plan with the multi-utilization plan of water resources as well as the city master plan. Not only the shoreline for port and sailing construction but also for the multi-utilization of water resources and the development of city is studied.And this article has also established the assessment model of shipping strategic targets with the analytic hierarchy process (AHP), the phase-dividing model of shipping layout plan with fuzzy cluster analysis, the prediction model of economy and freight in long-term and medium-term with neural network, and the evaluation model of river shorelines with multi-objective decision-making techniques and fuzzy cluster analysis, and has studied these model' applications into planning of river shipping, replenishing and completing the methodology of inland water transportation.Finally, this article has produced an assuming management mechanism for inland water transportation planning in the light of our current system reform of inland water transportation, has proposed a suggestion that the shorelines of the Yangtze River be uniformly planned and that the port shorelines of the Yangtze River be under uniform administration, and has put forwar...
