| This paper presents practical methodology and medel system of transportations network planning by combining specific conditions in Baishan region.Highway transportation is the main transportation mode in Baishan region. Development highway transportation is always one df the most important objectives in economic construction and social development in the region. As people say "if you want to become rich,improve your communica- tion condition first. "A practical comprehensive plan is necessary for highway transportation development and further reseach on transportation network planning is needed. Especially, the Baishan region is located in the border area between China and Korea and possesses significance in national defence.A meddle and short term highway network plan including defensive roads is formed based on so-called "Four step models. "The paper derided into three chapters. Analyses of economical and social conditions and descriptions of development strategies and objectives of economic construction and requirements for defensive transportation in Bais- han region are performed in the first chapters. An evaluation of present conditions of the transportation network in the region is made in the third chapter. In the fourth chapter,the demand for transportation in the region is predicted. An comprehensive plan to develop the transportation network in the region is determiened by combining so-called "Fourstep model" - e. g. traffic generation model, traffic distributionmodel, model choice model and traffic assignment model with the specific conditions in Baishan region in chapter six. And finally , policy and countermeasures which are necessary for the implementation of the plan are listed in the last or seventh chapter.
