Study On The Competition Of Sugarcane Industry And Its Sustained Development

Being supported by some projects of Ministry of Agriculture, we have widely collected large number of domestic and overseas materials of sugarcane scientific research, production and trade situation, combined with local investigation in the sugarcane-producing dominant areas. Quantitative and qual i tative analysis are used, veried by classic documentation, we have found the key problems of domestic sugarcane production by reviewing its growth history as followed:small in scale, poor producing condition, backward in technique and shortage in scientific input. Many people are in a puzzle about the matter whether the sugar production is excess, if the answer is yes, why the imported volume keeps growing, if not,why the sugar price is always low. To these questions, the international sugar price and protective tra.de policy are analysised to show the genuine characteristic of world sugar trade, that is to be angulated by the serious protective trade policy. Most of the sugar in the world is consumed in the domestic market of producing countries, small amount in the international market, so the world sugar market is actually a dumping market of domain export countries,the international sugar price can not represent the price of total the world, either the producing cost, no any country' s policy of sugar production and investment is influenced by the international sugar price. Analysis to the domestic sugar supplyand demand show there is the large developing space on the sugar production. A key factor is the saccharin using without limit, it takes over a large part of market share of sugar. We have studied the related rules of World Trade Organization (WTO) and analysed the challenge to domestic sugar industry after entrancing it. The industrial competitiveness is analysed above the following aspects:market supply and demond, price competitiveness, comparative superiority, technical potentialities and support policies. We raise some tacticses to the sustained growth of sugar industry,those are superior producing area construction, enhancing the key technical competitiveness, trade protection and support under the frame of WTO,particularly disscuss the construction of sugar crop base and quality standard technical barrier. In the end, some policies for the sustained growth of sugar industry are provided.
